What the role is
The Early Childhood Development Agency (ECDA) serves as the regulatory and developmental agency for the early childhood sector in Singapore, overseeing key aspects of children’s development below the age of 7, across both kindergartens and child care centres.
The Sector Funding Branch administers supply-side funding schemes for preschool operators to increase access to quality and affordable early childhood care and education.
What you will be working on
We are looking for an experienced team player to join us. In this role, you will spearhead the strategic development and implementation of preschool funding schemes and policies. You will need to be meticulous to ensure compliance and accurate fund administration. You will build and maintain strategic partnerships with preschool operators and government agencies to advance policy objectives and scheme outcomes.
You will lead transformation initiatives to modernise processes through data and technology.
Specifically, you will undertake (including but not limited to) the following:
• Lead comprehensive reviews of funding models and scheme parameters to ensure affordable, accessible, quality and inclusive preschool provision and develop recommendations to enhance scheme administration and operational policies
• Oversee end-to-end grant administration including application processing, contract management, grant disbursement and audits
• Drive transformation initiatives to modernise scheme administration and reporting system through technology and process innovation
• Lead process optimisation through data-driven insights and risk management strategies
• Develop data dashboards and employ analytics for strategic decision-making
What we are looking for
- Strong analytical and stakeholder management capabilities.
- Supervisory experience or mentoring capabilities are a plus.
- Prior working experience in Grants Administration, Audit, Banking or Financial services and/or Track record in process improvement and system enhancement initiatives
- Meticulous with proven ability to maintain high standards
- Proficiency in data visualization tools (e.g. Tableau, Power BI) and Microsoft office
- Knowledge of programming languages (e.g. Python, R) would be advantageous
