What the role is
What you will be working on
We are seeking a passionate and strategic individual in learning and development to spearhead the design, development, and implementation of learning initiatives across Road and Commuter Infrastructure Development (RCID) Group. RCID Group leads the construction of road, bus and commuter infrastructure projects. You will play a pivotal role in shaping a future-ready workforce in RCID to support national mobility infrastructure goals.
Your responsibilities include:
- Lead and manage the learning & development function, aligning learning strategies with the Group’s goals in infrastructure project delivery and workforce transformation
- Champion a learning culture that supports technical excellence, project management, safety, innovation, and sustainable development
- Drive strategic workforce capability initiatives such as job redesign and professional accreditation (e.g., Chartered Engineer, Certified Project Manager)
- Develop and implement competency-based learning roadmaps for engineers, project managers and technical staffs
- Curate and deliver blended learning programs (e.g., on-the-job, e-learning, workshops, communities of practice) for technical and project management
- Collaborate with industry partners, professional bodies, Institutes of Higher Learning and training institutions to co-develop upskilling pathways
- Establish metrics to measure learning effectiveness and return on investment (ROI)
- Continuously evaluate and enhance learning interventions based on feedback and performance outcomes
- Lead learning needs analysis and workforce capability assessments regularly
- Partner with internal stakeholders (Project Directors, HR, Learning Office, Safety, Quality, Engineering functions) to identify and close learning gaps
- Serve as the Group’s liaison on national and sectoral training initiatives, including Built Environment Transformation (e.g. digitalisation and technology-driven applications)
What we are looking for
- Knowledge in Human Resource Management, Organizational Development, or a related field
- At least 3 years of experience in Learning & Development, with roles in a leadership capacity
- Experience in the construction, infrastructure, or built environment sector is preferred
- Strong understanding of adult learning principles and instructional design
- Proven ability to lead organization-wide learning & development strategies and programs
- Excellent stakeholder engagement and change management skills
- Familiarity with sectoral frameworks (e.g., Skills Framework for Built Environment, CPD requirements for professional accreditation) is a plus
- Proficient in learning technologies and digital learning platforms
- Pro-active with strong analytical, writing and communication skills
- Proven initiative and ability to champion a project from conception to implementation
- Ability to adapt to a dynamic and fast-paced work environment, driving innovation and efficiency
