What the role is
You will be part of the Central Banking & Devt Platforms division, responsible for managing the systems supporting the reserves and risk management systems in MAS.
What you will be working on
In this role, the officer is expected to undertake the following areas of work:
Application, service, and system ownership
Own and manage a suite of applications systems
Own and manage a portfolio of digital services
To manage the applications and services as a portfolio
Solution design:
Business analysis and functional design
Develop actionable insights into business operations and processes
Elicit, shape, scope, and manage business requirements through rigorous and appropriate methods of information gathering and collaboration with stakeholders
Design solutions that are consistent with business and technology objectives
Develop the solution’s business case in collaboration with stakeholders, and co-champion it
Technology analysis and solution design
Design the application technology solution, for both bespoke applications (custom developed) and COTS based solutions
Project and product delivery and quality
Plan and manage IT projects and product, and ensure alignment of project and product to the business objectives within established scope, cost and schedule
Quality: Assure the quality of systems and applications, including the establishment of quality management technology, and systems and processes for applications development, testing and delivery
Operations and maintenance, User support
Establish reliable operations of the applications and digital service in the portfolio
Conduct maintenance and technology lifecycle management on the applications and systems
Governance, Risk, Compliance
Ensure compliance to ICT Governance policies and standards
Establish quality and mechanisms for systemic quality across all applications and systems
Establish risk management for applications systems
Partner and vendor arrangements and resourcing
Design and establish vendor and resourcing arrangements, contracts, service levels for the delivery and management of digital services, systems and technology
What we are looking for
Degree with at least 10 years' relevant experience in supporting and/or implementing trade management systems
Proven track record in project and product vendor management and delivery, and familiar with business process analysis and re-engineering.
Proven experience in application management, including deployment, monitoring, incident management and maintenance of complex systems
Strong knowledge of Agile methodologies, tools, and delivery processes
Expertise in business analysis, with the ability to elicit requirements and develop compelling business cases for proposed solutions and translate into technical requirements, and vice versa
Proficiency in application testing assessment and management, including the ability to analyse test results and propose improvements
Knowledge of service design principles and the ability to apply design thinking methods to identify transformation opportunities
Strong problem-solving skills and the ability to analyse complex business problems, recommending digitalisation and process changes
Excellent communication and stakeholder management skills, with the ability to engage effectively with various internal and external stakeholders
Understanding of solution engineering principles, including the ability to design application architecture and evaluate hardware and software solutions (e.g. Java/J2EE and/or Microsoft .NET Framework and PL/SQL programming/ databases and fault-tolerant infrastructure concepts)
Expertise in the following will be an advantage:
Understanding of S.W.I.F.T messaging platform and infrastructure
Knowledge about or experience with SimCorp Dimension®
Certifications in PMP/ ScrumMaster® and relevant technical skills
Good understanding of trade management process (e.g. trade execution, compliance monitoring, confirmation matching) and financial instruments (e.g. bond, FX spot/ swaps)
Familiarity with ICT governance policies, standards, and best practices in government agencies
Soft Skills
Able to work independently as well as in a team
Good decision-making skills and response to high-pressure situations
Strong interpersonal communication and organizing skills to coordinate and facilitate project and product lifecycle activities and discussions
Ability to work with details and time-sensitive issues
