About Urban Redevelopment Authority (URA)
The Urban Redevelopment Authority (URA) is Singapore’s land use planning and conservation authority. Our mission is to make Singapore a great city to live, work and play. We plan and facilitate the physical development of Singapore, in partnership with agencies and the community, to create a vibrant, sustainable and cosmopolitan city of distinction.
URA harnesses advanced urban science, geospatial and data analytics, modelling and simulation, and AI technologies to enhance urban planning and design practices. In 2022, URA was appointed as the Whole-of-Government “Urban Planning & Design Technology Centre of Excellence” (URBEX) to digitalise and cohere the urban planning and design ecosystem in its use of data, tools and models. About Design and Planning Lab (DPLab)
Be part of URA’s DPLab, which spearheads URBEX efforts in the research and development of smart urban planning and design technologies through Policy-Ops-Tech collaborations. DPLab is a multi-disciplinary team with capabilities in data policy, governance, strategy, management and engineering, product strategy, business analysis, software engineering, cloud engineering, urban design technologies, 2D/3D geospatial analytics, data science, AI/ML, and modelling and simulation. We collaborate closely with planners, architects and policymakers to develop digital solutions and analytics to provide insights for Singapore’s urban planning challenges.

What the role is
What you will be working on
We are hiring a System Analyst (GIS Administrator) to join our team in developing our next generation cloud-based GIS enterprise system that will form the foundation for our data engineering, analytics, modelling and simulation, and web application platforms.
Objectives and Responsibilities
• Design, implement and maintain ArcGIS Enterprise systems on cloud, ensuring reliability, scalability and security.
• Collaborate with end users and cross-functional teams to gather requirements and ensure GIS systems meet business needs
• Monitor system performance and regularly perform optimisation and fine-tuning to balance performance and costs.
• Develop and maintain automation scripts and tools to streamline system, data and user management, reporting and audit.
• Stay up-to-date with emerging trends and technologies in geospatial technologies, and provide advice on best solutions available
What we are looking for
• Bachelor’s degree in computer science, computer engineering or a related field
• Strong scripting skills in languages such as Python, SQL, Bash, or PowerShell.
• Technical experience working with cloud-based (AWS/Azure) virtual machines and containers
• Familiarity with deploying, managing and administering ArcGIS Enterprise systems including but not limited to
o Setting up and managing ArcGIS Portal
o Federating and configuring multiple ArcGIS servers for high-availability (where required), reliability and performance
o Managing 2D&3D data migrations (using tools such as FME), publication, audits and reporting across ArcGIS datastores and enterprise geodatabases
o Set up distributed collaboration between portals to facilitate data sharing with external stakeholders
o Use various strategies to automate ArcGIS Enterprise administrative workflows (e.g. with scheduled ArcGIS Notebook Server tasks)
o Setting up ArcGIS monitor to provide system usage, performance and health metrics for proactive monitoring
• Excellent problem-solving and troubleshooting skills
• Effective presentation, communication, and writing skills
• Able to work well with a team and is a self-starter
• Possession of relevant ESRI Certifications would be advantageous
• Domain knowledge in planning sector would provide an advantage
• Interest and passion in applying geospatial technologies to enhance urban planning and design
