What the role is
What you will be working on
The key responsibilities for this role include:
- Conduct assessments for seafarers in accordance with applicable international or domestic standards and requirements, and issue respective certificates qualifying them to serve onboard ships with the necessary knowledge and competencies.
- Conduct evaluations based on the training received by seafarers to ensure that all requirements have been met for the issuances of MPA certificates and/or endorsements, qualifying them to perform specialised duties and responsibilities onboard ships.
- Conduct evaluations on proposals for development of maritime training courses and programmes submitted by interested Training Service Providers (TSP), including the conduct of inspections of training facilities, to ensure that all requirements and/or guidelines have been met for issuance of course approvals by the MPA.
- In consultation with stakeholders and industry experts, develop standards and/or guidelines for seafarer’s maritime training courses and programmes that are mandated by international instruments, local regulations or as required by the maritime industry, and work with interested TSPs to design such courses and programmes in accordance with such standards or guidelines.
- Monitor and audit the conduct of training courses by MPA’s recognised TSPs, to ensure continued compliance with MPA’s requirements.
- Conduct investigations into any potential breaches of MPA’s requirements related to seafarer’s training and certification and consult relevant departments, if necessary, for recommendations on actions to be taken by the respective authorised person
What we are looking for
You should possess a Certificate of Competency (Master Mariner) Class 1, preferably with management role experiences onboard ocean‑going vessels.
You should be familiar with various international maritime Conventions and Code, including the International Convention and Code on Standards of Training, Certification and Watchkeeping for Seafarers (STCW), as well as relevant domestic legislations and regulations under Singapore law.
Candidates with working experience as Master/Chief Engineer on ocean-going vessels as well as piloting experience will have an added advantage.
Successful applicants will be placed on a 2-year contract at the first instance.
