What the role is

The Environmental Monitoring & Modelling Division (EMMD) implements a comprehensive air and water quality monitoring programme to ensure effective monitoring of the air and water quality. In EMMD, you will be part of the Environmental Quality Monitoring Department (EQMD) which will be using the air and water quality data collected to identify anomalies, assess long-term trends, and inform policies for the improvement of air and water quality. We are seeking suitable candidate(s) who is keen to oversee and manage the air and water quality monitoring programmes in EQMD.

What you will be working on

You will be responsible for the following:

  • Lead a team responsible for carrying out monitoring of ambient air and water quality during pollution and chemical incidents as part of the Clean Environment Group’s Chemical Incident Response Unit

  • Set-up and commission the mobile laboratory response vehicle, including the onboard air / water sampling equipment, chemical detectors and scientific analytical equipment.  

  • Develop and review of sampling and testing protocols (including QA/QC regime), operations SOPs and guidelines, risk assessment frameworks

  • Manage a team to carry out preparative and pre-sampling as well as conduct onsite sampling and measurements of pollutants using specialised analytical field equipment, covering air pollutants, volatile organic compounds, toxic industrial chemicals, and various water quality parameters in accordance with established protocols

  • Oversee the planning, preparation, procurement and maintenance of various chemical detectors and scientific analytical equipment, and carry out necessary troubleshooting of the analytical equipment while onsite

  • Carry out air and water-related investigative studies to address industrial pollution issues

  • Lead the review of equipment and technologies available to enhance existing air and water monitoring capabilities

  • Oversee the review of international and country specific guidelines, standards and criteria related to ambient air, coastal and inland water quality and carry out benchmarking studies

What we are looking for

  • Bachelor’s or Master’s degree in Environmental Science, Chemistry, Biochemistry, or other fields related to air/water quality monitoring and assessment

  • Preferably 5 - 8 years of experience in air/water quality sampling and analysis, or environmental-related industries

  • Good knowledge in air and /water quality laboratory analysis work and experience in conducting onsite sampling is preferred

  • Have experience in leading a team

  • Mature, driven, self-motivated, resourceful and demonstrate critical/analytical thinking skills

  • Good command of spoken and written English

  • Good communication and presentation skills

  • Willing to work on a rotational shift basis
