What the role is

The Senior Executive/Manager, Digital Transformation drives strategic digital initiatives to transform MUIS' Halal certification ecosystem. This role leads the development and execution of the digital roadmap, focusing on innovation, process excellence, and system optimization to enhance certification capabilities and stakeholder experience, while ensuring alignment with Smart Nation initiatives and whole-of-government standards.

What you will be working on

  • Spearhead comprehensive review of current certification system and processes to identify improvement opportunities and establish enhancement roadmap

  • Lead end-to-end tender process for system maintenance and enhancement, including requirements definition, vendor evaluation, and contract management

  • Drive process excellence initiatives through workflow optimisation, automation opportunities, and implementation of best practices

  • Develop and implement performance measurement framework to track improvements and guide continuous enhancement efforts

  • Coordinate with IT partners and stakeholders to implement approved system enhancements while ensuring operational continuity

  • Manage change initiatives and documentation updates to support process improvements and system changes

  • Oversee vendor performance and deliverables to ensure alignment with operational needs and service level agreements

  • Monitor user adoption and identify areas requiring additional training support

  • Lead stakeholder meetings and working groups to gather requirements and feedback

  • Monitor emerging digital trends and potential risks in the certification landscape, working closely with IT to develop appropriate system enhancements and safeguards while ensuring business continuity

  • Contribute to cluster's other initiatives and tasks as required

What we are looking for

  • Tertiary education in any discipline

  • At least 3 years of experience in process improvement and system enhancement

  • Strong background in business process re-engineering and quality management

  • Experience in government procurement and tender management

  • Proven track record in implementing process excellence initiatives

  • Excellent analytical and problem-solving capabilities

  • Knowledge of Halal certification processes would be an advantage

  • Conversant with Excel/Power BI/Tableau or other data management and analysis tools

  • Self-driven, independent and possess good interpersonal and people-management skills

Successful candidate will be appointed on contract basis.
