Assistant Manager/Manager/Senior Manager (Finance)

What the role is

As a desk head in MCCY’s Finance Division, you will play a pivotal role in partnering with key stakeholders (including our divisions, Statutory Boards and Companies Limited by Guarantee) to ensure optimal allocation of resources and budgets, aligned with the Ministry’s strategic priorities and outcomes. You will also develop, implement and review key financial policies to uphold corporate governance.

What you will be working on

1. Business Partnership: Point-of-Contact in supporting and advising divisions and agencies on budgeting, resource management and financial matters. 2. Budget Management: Support key budgeting exercises, including annual and 5-year budget exercises and medium-term expenditure estimates. 3. Funding Proposal Oversight: Evaluate funding proposals and work closely with divisions to ensure compliance with MCCY’s and WOG governance standards. 4. Financial and Management Reporting: Analyse and prepare management reports and ensure timely and accurate submissions of statutory returns. 5. Financial Governance: Put in place robust internal controls and safeguards through review of relevant financial guidelines and policies.

What we are looking for

Competencies: Budget Planning and Administration: Skilled at implementing and overseeing systems that track budget usage and organisational performance. Can select and apply effective metrics to measure and improve financial outcomes. Financial Operations & Controls: Applying financial regulations, policies, and best practices to maintain proper financial operations. Business Partnering: Able to build and maintain strong partnerships with internal teams and external partners to support business objectives and create mutual value. Other competencies: • Preferably with at least 2-3 years of relevant finance/budgeting experience • Familiarity with public sector finance will be an advantage • Ability to work independently • Ability to multi-task and prioritise tasks where necessary • Ability to proactively develop and manage relationships with various key stakeholders • Excellent analytical, problem-solving and communication skills • Tertiary qualifications in Accountancy / Business / Finance / related disciplines Appointment will be commensurate with your experience.
