What you will be working on

The incumbent will implement comprehensive training frameworks, capability development programmes and learning initiatives that enhance the skills and competencies of ActiveSG staff across HQ and Operations, while managing digital learning transformations and stakeholder partnerships to ensure effective learning outcomes that support organisational growth and excellence to build a future-ready, high-performing workforce for ActiveSG 3.0. Role and Responsibilities • Develop and implement comprehensive training frameworks across ActiveSG HQ and Operations. • Execute training initiatives balancing operational and learning needs. • Manage Train-the-Trainer framework programmes through structured development pathways and assessment methodologies. • Lead research and benchmarking studies for learning initiatives and industry best practices. • Manage quality assurance for accreditation requirements and workplace certification processes. • Implement succession planning frameworks and talent development programmes. • Review training analytics and implement documentation systems to track effectiveness. • Conduct policy reviews through data-driven insight. • Design and execute blended learning solutions leveraging data analytics and adaptive technologies to meet diverse learning needs • Lead global knowledge exchange programmes through strategic overseas and local attachments. • Manage WorkStudy programme implementation, including OJT task list design and learner progress monitoring and organising cohesion activities. • Manage learning platform operations and system enhancements. • Lead workplace learning transformation initiatives through innovative approaches and digital solutions and champion recognition for these efforts. • Develop and implement learning analytics frameworks to measure programme effectiveness and guide improvements. • Develop and maintain effective partnerships with industry leaders, government agencies (SkillsFuture Singapore, Institute of Adult Learning) and institutes of higher learning to support capability development initiatives. • Implement partnership frameworks for specialised programmes, including joint initiatives like the Disability Sport Master Plan. • Manage collaborative projects that maximise partner expertise for organisational development. • Develop and implement adaptive training infrastructure that supports diverse learning needs across the organisation. • Manage support systems implementation and resource optimisation to enhance training delivery. • Drive data-driven evaluation frameworks to measure and improve training effectiveness. • Coordinate development of integrated training environments that facilitate modern learning approaches • Implement analytics projects to generate insights for training enhancements. • Manage system integration initiatives to ensure seamless learning experiences. • Co-lead projects to optimise training curriculum and delivery with various divisions e.g. volunteers, part-time staff and service excellence for frontliners. • Drive business partnerships in training and safety matters for assigned Zones/Divisions, ensuring strategic alignment with organisational objectives • Oversee project evaluation and reporting to ensure achievement of objectives • Any other assigned duties.

In addition, an ideal candidate should possess the following: • Demonstrated experience in developing and enforcing policies and programmes. • Experience in design of curriculum design, facilitation and assessment in the areas of coaching, learning or training and development. • Proven ability to foster collaborative efforts by building partnerships with internal and external stakeholders. • Strong analytical and problem-solving ability • Excellent written and verbal communication skills • Proven project management and organisational capability • Effective stakeholder management ability • Strong attention to detail • Demonstrated initiative and proactiveness • High level of accountability • Adaptable team player The level of offer will commensurate with applicants’ experience and track records. Successful candidates will be offered a 2/3-year contract in the first instance. Only shortlisted candidates will be notified.
