Product Management and Adoption
• Drive adoption of xDigital’s digital products across the organisation
• Explore and evaluate new product features for potential implementation
• Plan and execute feature rollouts strategically
• Provide technical advice and hands-on support where required
• Work with the in-house development team on new features development and maintenance.
Procurement and Contract Management
• Lead procurement activities for project delivery, technology refresh, and system maintenance
• Develop procurement strategies and documentation (e.g., tender specifications, evaluation criteria)
• Execute procurement through various mechanisms including open tenders, limited tenders, direct contracting, period contracts and framework agreements
• Evaluate vendor proposals and manage tender evaluation process
• Negotiate contract terms and conditions with vendors
• Manage contract variations and extensions when required
Project and Vendor Management
• Lead end-to-end project delivery, including requirements gathering, implementation, and maintenance phases
• Manage vendor relationships, contracts, and service level agreements
• Monitor and control project budgets, including forecasting and utilisation tracking
• Identify and mitigate project risks throughout the system lifecycle
System Maintenance and Compliance
• Oversee system maintenance and enhancement initiatives
• Ensure system is updated to comply with the latest governance policies.
• Manage Requests for Information (RFI) during IT audits and implement necessary corrective measures to ensure compliance with GovTech and MHA policies.
• Monitor system performance and usage patterns to recommend optimisation strategies
Stakeholder Management
• Collaborate with business users to gather requirements and propose technical solutions
• Coordinate with HTX stakeholders for Approval of Requirements (AOR) development, create technical specifications, consult subject matter experts, and oversee procurement processes for the renewal, support, and enhancement of the HTX ICT system.
• Act as point of contact for enterprise software systems used by HTX officers
• Prepare and present regular performance reports to management
