What the role is

The Finance division optimises the use of financial resources in the National Heritage Board by providing timely financial insights, upholding governance, and partnering our divisions to deliver NHB’s strategic outcomes. In this role, you should have a strong interest in partnering divisions to perform strategic budgeting and resource management. You should also be passionate about transforming Finance into an agile and future-ready function.

What you will be working on

Budget Planning & Administration

  • Prepare and review the annual and multi-year budget planning exercise through active partnership and engagement of key stakeholders and management, to ensure budget sustainability and alignment to NHB’s strategic outcomes

 

Evaluation & Performance Management

  • Prepare management reports to support strategic decision-making and forward planning and ensure optimal allocation and utilisation of the Board’s financial resources, leveraging on technology solutions such as data analysis and visualisation tools.

  • Implement strategies and frameworks to optimise funds management and utilisation to contribute to NHB’s strategic priorities.

 

Value-for-Money & Resource Optimisation

  • Manage specific funding sources, from review and submission of funding proposals, to drawing down of funds, allocation, utilisation, reporting and audits as required by funding agencies.

 

Business Partnership

  • Engage and provide advice to relevant internal and external stakeholders on financial matters.

  • Partner with business units as a strategic financial advisor, providing financial insights for business planning, KPIs, and process improvements.

What we are looking for

  • Background in Accountancy or equivalent

  • Preferably with at least 5-7 years of relevant experience in finance strategic budgeting and resource management

  • Proactive, meticulous, and possess strong analytical skills

  • Good interpersonal and communication skills

  • Systematic and adopt a thorough approach to work, with a strong sense of accountability and sense of urgency.

  • Familiarity with WorkDay system, data analytics, and visualisation tools, is an advantage

  • Prior Finance experience in the Public Sector is an advantage
