What the role is

We are seeking a proactive and independent team player to support our Workforce Development (WD) portfolio. This role requires strong initiative, critical thinking, a fast turnaround mindset, and the ability to manage projects from start to end. You will work across domains and with multiple stakeholders, contributing to the implementation of workforce capability frameworks and awards initiatives that support the growth and development of STE professionals in the public sector. Shortlisted applicants will be required to complete a case assignment to assess key attributes critical to success in this role.

What you will be working on

1. Awards Administration Support the end-to-end administration of the STE Innovation Challenge and Excellence Awards. • Manage the full awards cycle, from nomination calls to judging, result collation, and reporting. • Coordinate judging logistics, prepare panel materials, and track progress against timelines and milestones. • Develop and maintain dashboards, tracking sheets, and searchable databases for submissions and results. • Draft and manage communications materials, such as nomination briefs, publicity decks, and project summaries. • Handle reimbursements and related expenditures for award administration. • Provide execution support to the WD team and recommend improvements for future award cycles. 2. Competency & Capability Framework Development Assist in research, mapping, and harmonisation of STE competencies to support capability development. • Conduct research and benchmarking of competency frameworks (international, private/public sectors). • Review and validate data against master competency frameworks. • Map data to templates; highlight discrepancies and overlaps. • Digitise and curate harmonised data for integration into competency maps or taxonomies. • Track agency consultations, data submissions, and framework development milestones. 3. Programme & Event Support, Vendor Management & Team Engagement Support engagement platforms, vendor coordination, and team culture-building activities. • Assist in planning and executing events such as HR Leaders/Technical Leaders sessions, Communities of Practice, and award panels/ceremonies. • Liaise with vendors for procurement of event logistics (e.g., venues, catering, design/printing). • Manage procurement documentation in compliance with public sector finance policies. • Provide event photography support; assist in photo selection/editing for postevent publicity. • Draft post-event write-ups, event notes, and microsite content. • Organise team bonding and cohesion activities to promote a positive work culture. • Collaborate with temp staff and portfolio holders to develop onboarding and knowledge materials (e.g., guides, FAQs, process walkthroughs).

What we are looking for

Background in Human Resources, Business, Public Policy, Communications, or related fields. • Minimum 2 years of relevant work experience preferred. Bonus if experienced in awards management, event coordination, or training and development. • Proficient in Microsoft Office. Familiarity with SharePoint, Canva, Adobe Suites, or photography/editing tools is a plus. • Strong verbal and written communication skills. • Self-driven and resourceful, comfortable working in fast-paced and ambiguous environments. • Confident in engaging with both internal and external stakeholders, including vendors and senior management. • Team player who contributes positively to workplace culture and can lead team engagement efforts.

About Science and Technology Policy And Plans Office

The Public Sector Science and Technology Policy and Plans Office (S&TPPO) is a department under the Prime Minister’s Office and serves as the functional leader for the Science, Technology and Engineering (STE) domain in public sector. We collaborate with other centre-of-government agencies to identify, resource and review key STE capabilities, and leverage STE as an enabler to transform operations to deliver more cost-effective and cost-efficient outcomes, thereby building a future-ready and more sustainable Singapore. S&TPPO also aims to develop and implement HR strategies and levers to strengthen capability development and career value proposition of STE professionals in the Singapore Public Service.
