What the role is

The Smart Nation Group – Digital Government (SNDG), under the Prime Minister’s Office (PMO) and administratively managed by the Ministry of Digital Development and Information (MDDI), plans and prioritizes key Smart Nation and digital government projects, raises the standards of Government ICT and services, builds long-term capabilities for the public sector, and promotes adoption and participation in digital and smart innovations. It takes a whole-of-nation effort, and we will actively engage the public, the industry and fellow agencies as we build a Smart Nation together. Deputy Director (Human Capital & Leadership and Talent Management) oversees two teams in the Workforce Development Division to drive Talent Acquisition, Development and Management for both Smart Nation Group – Digital Government (SNDG) and the Info-communications, Technology and Smart Systems (ICT&SS) sector to support the achievement of our Smart Nation outcomes.

What you will be working on

The role reports to Director (Workforce Development) for the following areas: Sectoral-level (i.e. Leadership and Talent Management): Formulate and execute frameworks for talent attraction, development and management to deepen ICT capabilities within Government. Manage the Whole-of-Government succession planning and leadership pipeline building for the ICT&SS sector. This includes career management (e.g. tracking of officers’ career pathways, engaging officers for career planning, reporting on progress of officers’ development) and leadership development (e.g. identifying and curating key development programmes). SNDG-level (i.e. Human Capital): Promote SNDG as an employer of choice for the digital tech sector. Drive acquisition, development and management of talent for SNDG to groom a healthy pipeline of successors for key leadership positions. Oversee SNDG’s learning programme.

What we are looking for

We are in search of self-motivated leaders who exhibit the following experience, skillsets and traits: Experience and Skillsets At least 12 years of relevant HR experience in the above-mentioned functional areas and/ or HR transformation work, including minimally 5 years in a supervisory capacity. Necessary skillsets include: (i) strong analytical and critical thinking abilities, (ii) clear written and verbal communication skills, (iii) ability to operationalise policies and frameworks within given timelines, as well as (iv) good interpersonal and stakeholder management skills. Experience in the digi-tech industry and/ or a keen understanding of the digi-tech industry would be advantageous.
