What the role is

Are you ready to shape the Singapore compact through the President’s Challenge (PC)?

Join us at the National Council of Social Service (NCSS) as a Strategy Officer, and become an architect of change in our rapidly evolving sector. You will be part of a dynamic team leading in the development and management of the President’s Challenge.

Your mission: We are seeking a dynamic and experienced individual to formulate strategies for PC, partner President’s Office on priorities and initiatives, work with stakeholders in the People-Public-Private (3P) sectors to buy in for community initiatives as well as support PC committees and PC events. You will spearhead initiatives that strengthens Singapore's social fabric and uplift communities. This role combines strategic planning with hands-on execution in close partnership with stakeholders, to advance the PC’s aim to promote a culture of unity and respect for all.

What you will be working on

Key Responsibilities:

Strategy development and alignment

  • Support the team lead to develop and execute comprehensive strategies, ensuring alignment with national objectives and the PC’s objective to build a culture of unity and respect for all;
  • Engage stakeholder to expand reach, deepen impact of PC and foster buy-in for initiatives; and
  • Analyse trends and community needs and industry best practices to inform programme and partnership strategies.

PC Secretariat

  • Serve as the primary liaison with the President's Office;
  • Provide secretariat support to PC EXCO and Council;
  • Collaborate closely with NCSS teams to execute and ensure partnership efforts are aligned with the PC’s mission and objectives including: 
  • Leveraging fundraising networks and ecosystem to raise funds for PC;
  • Launching and managing PC Fellowships;
  • Driving communications, engagement and branding efforts for PC;
  • Launching grant call, assessment of proposals received, monitoring of impact and disbursements of funds; and
  • Driving signature PC events and initiatives for e.g. Annual PC launch

Programme management

  • Oversee the end-to-end planning and implementation of PC initiatives to ensure alignment with objectives;
  • Work with partners to ensure implementation of programmes are on track
  • Develop and manage budgets ensuring resources are allocated efficiently, including monitoring the impact of the initiatives; and
  • Monitor and evaluate programme outcomes to identify success factors, areas for improvements and opportunities for scaling

Any other duties as assigned from time to time by the management.

Skills & Knowledge: 

  • Proven track record in strategic planning roles, with experience in social sector development and multi-stakeholder engagement
  • Strong ability to navigate complex stakeholder relationships and drive consensus across diverse groups
  • Strong project and time management skills 
  • Strong analytical, strategic, and conceptual thinking skills
  • Possess strong communication (written and verbal) and presentation skills to engage, negotiate and mobilise internal and external stakeholders of different seniority    

Experience:

At least 6 years in strategy formulation, planning or policy position.

Knowledge of social services and experience in public service will be an added advantage.
