What the role is

The Public Hygiene Council (PHC) was formed in 2011 to promote good hygiene practices, and improve public hygiene and cleanliness standards in Singapore. The Council works closely with stakeholders to strengthen and coordinate community efforts to improve public hygiene and cleanliness in Singapore.

The Public Hygiene Promotion & Partnerships Department under the Public Engagement Group of the National Environment Agency (NEA), serves as the Public Hygiene Council Secretariat Team, and upholds the mission of driving the Keep Singapore Clean movement. PHC works closely with its stakeholders and partners to develop and implement outreach and partnership programmes to shape and achieve the desired outcome of a truly clean Singapore.

The Assistant Manager/Manager will engage key stakeholders in the community to promote PHC programmes and initiatives.

What you will be working on

Your responsibilities will include, but are not limited to:

  • Lead, coordinate and implement community outreach programmes, by engaging multiple stakeholders to raise awareness and inculcate stronger ownership to keep shared spaces clean.

  • Plan and execute events, such as learning journeys, dialogues, workshops, roadshows.

  • Work closely with key stakeholders, such as corporates, non-profit and other similar organisations, on the development and implementation of target-specific programmes (e.g. for senior citizens, young parents, youths, and other audience segments) to achieve maximum outreach to respective target audiences.

  • Build, engage and manage a network of corporate organisations, non-profit organisations / interest groups, and community partners.

  • Develop target-specific publicity materials for PHC programmes and initiatives.

  • Monitor progress, Key Performance Indicators and budget, and conduct reviews of PHC’s outreach programmes/platforms for continuous improvement.

  • Manage, coordinate, and facilitate clean-up requests.

  • Perform procurement duties in adherence to Public Sector procurement policies and processes.

  • Provide other administrative and programme support to the team as required.

What we are looking for

  • Minimum 2-3 years of working experience in events, public engagement, outreach, and partnerships development, with corporate and non-profit sector experience being advantageous

  • Strong interpersonal and communication skills (written and verbal), with demonstrated ability to build rapport and engage effectively with stakeholders across different sectors

  • Proven track record in project management and ability to work under pressure, meet tight deadlines, and handle multiple priorities with meticulous attention to detail

  • Experience in data analysis and report preparation, with knowledge of data visualisation software being an advantage

  • Proactive team player who demonstrates integrity, tact and diplomacy in stakeholder interactions

  • Work schedule may include occasional weekends and weekday evenings, as required
