What the role is

The Singapore Police Force (SPF) plays a critical role in keeping Singapore safe and secure with our mission to prevent, deter and detect crime. The Centre for Protective Security (CPS) was operationalised to support the implementation of the Infrastructure Protection Act (IPA) and the Security Industry Transformation Map (SITM). The key functions of CPS are Infrastructure Protection Regulation, Capability Development and Protective Engineering. In addition, CPS collaborates with various public and private stakeholders to reinforce the IPA and synergise efforts to improve the security industry. The Training & Development (T&D) Branch in CPS oversees the development of training approaches, strategies and curriculum, including the development of appropriate training pedagogies and content. As an Executive, Skills Development, your role is to manage the overall skills development (including protective security skills and competencies) of the Auxiliary Police Forces (APFs) to support MHA’s and SPF’s requirements, and oversee efforts to enhance the productivity and effectiveness of the security industry, by driving efforts to uplift the security industry through the adoption of technology, and to future-proof the security workforce. You will be placed under the Management Executive Scheme.

What you will be working on

As an Executive in the Training & Development Branch in CPS, your roles and responsibilities include: • Supporting Head, Skills Development in overseeing and managing the skills development and training of the APFs and aligning their standards with that of SPF (where it is practical) and the wider protective security fraternity. • Review and refresh training certifications and standards beyond Auxiliary Police Officers’ (APOs’) basic training. • Oversee and manage a rigorous audit framework, together with POLWEL, to ensure compliance, standards and safety of the training for APOs. • Work with SkillsFuture Singapore (SSG) and various government and security industry stakeholders to implement strategies to support the Security Industry Transformation efforts (including curating, developing and reviewing relevant training for the security industry). • Support the engagement of stakeholders in the larger Built Environment sector to review and map out the skills and competencies required for the future security workforce (e.g. integrated facilities management and emerging security technologies). • Support Manager, Skills Development with the expansion in work scope to: o establish and implement a new Security Technologist Track with the corresponding skills framework for security technicians and engineers, to better push for technology adoption in the security industry, and to provide new skills-based career pathways for officers in the industry; and o periodically review and enhance the track to ensure it is able to attract and retain the required personnel with the necessary competencies/skills. • Support CPS’ capability development efforts by serving as an adjunct trainer in CPS courses.

What we are looking for

• Relevant background. • Possession of training certification such as ACTA/ACLP will be an advantage. • Experience in a training role, with at least two years’ work experience in the training field preferred. • Team player with good communication and interpersonal skills. • Organised, resourceful and proactive. • Possess strong analytical and strategic thinking skills, good networking and stakeholder management skills and good decision-making capabilities. • Proficient in MS Office applications, especially MS PowerPoint, MS Excel and MS Teams.
