What the role is
What you will be working on
As a Manager/Senior Manager in Futures & Insights, you will
Conduct horizon scanning and futures research to identify emerging workforce, societal and economic trends that impact career development and labour market policies
Translate insights from research and foresight into actionable strategies, programme proposals and policy recommendations
Design and develop pilot initiatives in collaboration with government agencies and partners to test and scale new approaches to workforce planning, guidance, and support
Work with internal stakeholders to surface needs, challenges or opportunities where futures thinking and government collaborations can add value
Engage and manage partnerships with public sector agencies, think tanks, research organisations, and other key stakeholders
Plan and facilitate workshops, roundtables or capability-building sessions to strengthen futures and innovation across the organisation
Evaluate the effectiveness and impact of pilot initiatives and provide recommendations for scaling and/or refinement
Develop reports, strategy papers and presentations for senior management and other stakeholders
What we are looking for
Requirements
You should have the following work experience and knowledge:
Relevant experience in areas such as policy development, strategic planning, foresight, research, or innovation in either the public or private sector
Experience in programme development or inter-agency projects, especially those involving workforce, economic or societal issues
Familiarity with futures methodologies (e.g. scenario planning, Delphi studies, systems thinking) will be advantageous
Good understanding of Singapore’s economic and manpower landscape, as well as public policy processes
Proficient in MS Office software, particularly PowerPoint for presentations and Excel for analysis
You should possess the following skill sets:
Strategic Thinking and Insight Generation: Able to synthesise information from diverse sources, generate foresight-informed insights, and connect the dots to develop future-oriented recommendations
Stakeholder Engagement and Public Sector Collaboration: Confident in engaging and managing diverse stakeholders, including government agencies, research partners, and senior management
Communication: Strong written and verbal communication skills, with the ability to convey complex ideas clearly and compellingly across different formats and audiences
Project Management: Able to manage concurrent projects from ideation to execution, with strong organisational skills, attention to detail and ability to deliver outcomes on time
Initiative and Adaptability: Self-motivated, resourceful, and comfortable navigating ambiguity or evolving priorities in an innovation-driven environment
