What the role is

The Municipal Services Office (MSO) was set up in Oct 2014 to improve the coordination, delivery and quality of municipal services by Government and Town Councils. These services include the upkeep and improvement of common areas in public and private estates, and the upgrading or provision of facilities and infrastructure. The next bound of municipal service delivery involves: i. ramping up of forward intelligence capabilities to enable foresight planning and support the development of pre-emptive operations; ii. deploying data focused tools (e.g. dashboards and regular data reports) to increase the productivity of officers across the municipal sector and to support them in making data-driven policy decisions; iii. humanising the digitalisation of government services (e.g. OneService Chatbot) for an optimised, resident-centric experience.

What you will be working on

You will be part of the Analytics Team within the Planning Group in MSO, and your duties include: • Wrangling the data using advanced quantitative methods/techniques to discover insights and identify potential areas to deep dive into. This includes mining large volumes of structured / unstructured data to discover interesting and relevant insights, patterns, or relationships aimed at developing effective policy solutions. • Oversee the Municipal Services Dashboard (MSDB), a series of dashboards used by various municipal stakeholders. This includes, but is not limited to, management of contracts, budget and user accounts, as well as working with the appointed vendor on the maintenance and operation of the MSDB. • Assist in product-managing the OneService Chatbot, a recently launched AI Chatbot on WhatsApp and Telegram for residents to provide municipal feedback. Have the chance to work alongside different GovTech teams to roll out new Chatbot features as well as implementing publicity campaigns to achieve widespread adoption of the Chatbot. • Oversee and maintain a repository of municipal feedback data (more than 1.3 million new data per year!) with the appointed vendor. Value-add to the team’s collective output with strong knowledge management, particularly in the upkeep of metadata and ETL / analytical scripts.

What we are looking for

• [Data Management & Analysis - Scripting] Able to write scripts for data preparation and analysis. • [Data Management & Analysis – Exploration Analysis] Able to explore and analyse work on datasets using modern analysis tools and modern programming methodologies ie Python, R and/or SQL etc. • [Policy & Planning - Data-driven Policy Analysis] Able to utilise data analytics (directly/indirectly) to support policy analysis and simulate the impact of different policy options. • [Thinking Clearly and Making Sound Judgement & Policy & Planning - Deep Critical Thinking] – Able to distil critical issues, sense-make from a wide range of information, understand current realities and make sound, timely decision on plan of action. • At least 2 years of experience in data analysis and machine learning (e.g. use of decision trees, logistic regressions, neural networks) • Familiarity with data warehousing • Candidates without the relevant work experience but possess the required qualities are welcome to apply.
