What the role is

The Engineer in the Workplace Safety, Health and Security (WSHS), the job holder is expected to assist Dy Director STRMO to formulate, drive and sustain the WSHS Management programme across HTX to develop and nurture a strong safe work culture that emphasises individual ownership and promotes a spirit of looking out for one another’s well-being. As a Workplace Safety and Health Specialist, the job holder is responsible to develop and implement safety programme, monitor the progress and effectiveness of such safety programme, provide periodic updates with recommendations to senior management to realise HTX WSHS policy, goal and strategic thrusts. As the WSHS Secretariat, the job holder is responsible to provide administrative support to ensure the effective operation of the WSHS programme across HTX. The WSHS Secretariat will be responsible for coordinating meetings, managing documentation, liaising with unit WSHS representatives, and assisting in the development WSHS programmes to realise HTX WSHS policy, goal and strategic thrusts.

What you will be working on

• Lead the Risk Management Programme to institute a robust risk management process and culture across all work activities. • Coordinate the Emergency Response Programme for fire safety, and SGSecure with relevant stakeholders in HTX premises and facilities. • Conduct regular workplace inspection, audit and stakeholder feedback to measure and monitor WSHS performance in all work premises and facilities. • Advise units in accident and near miss investigations to determine the cause and recommend preventive measures. • Initiate appropriate WSHS Programme for continual improvement of WSHS standard. • Plan and develop Standard Operating Procedure (SOP) for standardisation and implementation of WSHS objectives across HTX. • Perform the duties of a registered Workplace Safety and Health Officer (WSHO) as stipulated in the WSH (Workplace Safety and Health Officers) Regulations. Coordinate meetings, including scheduling, preparing agendas, and taking minutes. • Track and monitor WSHS issues raise in the meetings/discussion till closure • Manage documentation related to WSHS, including policies, procedures, incident reports, incident database, minutes of meeting etc. • Assist in the development and implementation of WSHS policies and procedures in compliance with WSH legal and other requirement. • Assist in the development and review of WSHS performance indicators • Monitor, track, analyse and report the WSHS performance indicators, and recommend areas for continual improvement of WSHS standard in HTX. • Ensure effective communication of WSHS issues, best practices, success stories across all members of HTX.

What we are looking for

• Tertiary qualifications in Science, Engineering, Environment and Occupation Health and Safety, Workplace Safety and Health (WSH) or equivalent. • Professional certification in Specialist Diploma in WSH. • Minimally 3 years of work experience in WSH in marine or construction or manufacturing or service industry as Workplace Safety and Health Officer. • Being able to work independently, being analytical with excellent interpersonal, communication and proficiency in Microsoft Office Suite (powerpoint, excel, power BI) skills are required. • Possess good writing skill. • Having digital infographics skill to create digital communication materials would be advantages. • Able to build consensus across different functions and stakeholders and give advice on WSH legal and other requirement as well as identification, analysis, control, and monitoring of work-related hazards. • Continuous learning mindset to maintain currency on WSH legislations, code of practice, and industrial best practices. • Team-player mindset is necessary, as the jobholder may be required to assist in other duties if needed. * All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
