What you will be working on
The incumbent will lead division-wide strategic policy integration, implement safety frameworks and incident management across ActiveSG's sporting ecosystem. Through comprehensive safety management systems and high-level partnerships with government authorities and industry stakeholders, the role champions the development of national safety frameworks, policies and guidelines while representing SportSG in national safety committees. As a key advisor on sport safety matters, the role drives national safety excellence and regulatory compliance, leads major incident investigations, and shapes preventive frameworks within ActiveSG's facilities and programmes through research and innovation.
Role and Responsibilities
• Lead strategic policy integration and implementation standards to ensure systematic adoption and operational effectiveness
• Ensure policy harmonisation and alignment initiatives across safety and training domains to strengthen cross-functional implementation, whilst ensuring clear understanding and consistent application by stakeholders
• Review safety and training policies to enhance operational standards and implementation practices, ensuring continuous improvement through evidence-based approaches
• Lead, plan and implement safety management frameworks and processes (pool safety, environmental safety including haze and heat management)
• Approve safety protocols and compliance standards
• Provide strategic direction and ensure enforcement for regulatory requirements (Haze, Workplace Safety & Health Act, Fire Safety Act, Amusement Rides Safety Act)
• Provide strategic oversight for risk management systems and reporting (e.g. CVDDS)
• Lead major incident investigations with root cause analysis and evidence-based approach
• Lead processes on risk mitigation, and determine strategic implications of claims and litigation for safety related incidents
• Shape preventive strategies and frameworks including the usage of innovation
• Establish an integrated stakeholder support ecosystem, encompassing social services, counselling networks, and family assistance protocols
• Collaborate with Ops HQ in incident management reporting protocols and deep analysis
• Represent SportSG in official dealings with senior government officials (coroners from Ministry of Law, representatives from Singapore Police Force, National Environment Agency), regulatory authorities, and managing any related court proceedings
• Responsible for reporting outcomes and recommendations to senior management in SportSG and MCCY
• Represent SportSG in selected national safety committees and working groups
• Guide high-level partnerships with statutory boards, regulatory authorities and key stakeholders
• Champion sport safety advocacy at national and organisational levels
• Manage critical stakeholder relationships for sport safety management and governance
• Drive thought leadership in national safety initiatives
• Deputise for Head in high-level engagements
• Serve as subject matter expert and lead technical presentations to chairpersons at multi-ministry working groups (Ops Boreas, Ops Mercury)
• Deliver expert guidance (including case studies) at seminars and workshops, serving as the governing body to provide strategic direction and information on sport safety to industry stakeholders and including international audience
• Lead the management of all guidelines related to Safety (Get-Active Questionnaire, Concussion, Sport-related) with regular review and updates
• Lead the development of Singapore Standards and industry’s Code of Practices (Gyms, Outdoor Adventure, etc)
• Provide expert guidance on content on Safety related training manuals and materials (Be a Sport Safety Champ, Risk Management in Sport)
• Lead collaboration with research partners (e.g., Institutes of Higher Learning, industry experts) for safety studies and data analysis (internal divisions – Data Hub, Sport Centre Operations HQ)
• Drive partnerships for technology adoption to enhance safety processes
• Lead development of evidence-based safety improvements with stakeholders
• Review effectiveness of implemented solutions with partners and recommend enhancements
• Guide team's work priorities and deliverables
• Monitor team performance and development plans
What we are looking for

This individual should be a sport advocate through living an active lifestyle and staying active.
In addition, an ideal candidate should possess the following:
• At least 15 years of experience in developing and enforcing policies and programmes.
• Knowledge in workplace safety and health, facilities management or programme management.
• Proven ability to foster collaborative efforts by building partnerships with internal and external stakeholders.
• At least 7 years of experience in managing teams that are involved in safety management, policy management and facilities management related
• Strategic mindset with strong business acumen

The level of offer will commensurate with applicants’ experience and track records. Successful candidates will be offered a 2/3-year contract in the first instance.
