What the role is
I. The unit manages the financial resources of the Force encompassing both the Development and Operating Budget.
II. It seeks to achieve maximum utilisation of budget and ensure money are well spent and adhere to relevant financial guidelines and directives in supporting the objectives of the Force.
III. The team of Desk Heads supports the operations of SCDF departments/units by working closely on all financial and budgetary matters. It also reviews the financial performance of the departments, including reviewing processes to ensure efficiency and effectiveness, and achieve business outcomes.
What you will be working on
1. To serve as the Desk Head of Logistics and Training Departments, the officer is responsible for managing the OOE budget of the assigned departments and ensuring budget are fully utilised. He/she is also responsible to plan and review budgetary needs, process virement requests and conduct periodic budget reviews. Determine the requirement for various vocations in accordance with the SCDF directive.
2. To be responsible to perform business partnership roles for assigned departments such as liaising with external parties on finance matters, payment and claims.
3. To be responsible for welfare fund budgeting for SCDF, planning and administration of Central Welfare Fund and other related funds and investments.
4. To be responsible for the review and process of the Development Budget and Operating Budget Approval of Requirements submitted by assigned departments.
5. To support various committees for major events on budget management and finance related decision making.
6. To act as liaison to SCDF Co-operative on welfare-related funding arrangements.
What we are looking for
1. Tertiary education in accounting, finance, banking, business administration or any related discipline, or relevant experience in public sector finance preferred.
2. Robotic Process Automation, Data Analytics or other digitalization skills will be an advantage.
3. Strong communication and stakeholder management skills.
4. Strong analytical and problem-solving skills. Meticulous with an eye for numbers
5. Good team player
About MHA - Singapore Civil Defence Force (SCDF)
The Singapore Civil Defence Force (SCDF) is a uniformed organisation under the purview of the Ministry of Home Affairs. The main role of SCDF is to provide fire-fighting, rescue and emergency ambulance services; mitigating hazardous materials incidents, as well as formulate, implement and enforce regulations on fire safety and civil defence shelter matters.
In 1982, the National Civil Defence Plan was launched which spearheaded the emergency preparedness for the nation. With the enactment of the Civil Defence Act in 1986, the SCDF was established as an independent organisation under the Ministry of Home Affairs (MHA). In the same year, the Hotel New World collapse paved the way for joint operations between the SCDF and Singapore Fire Service (SFS). Due to the similarity in roles and functions, the SCDF and SFS were formally integrated on 15 April 1989.
Over the years, the SCDF has improved its life saving operations through innovations and programmes to enhance her fire-fighting, rescue capabilities and public education plans. The Light Fire Attack Vehicle (The Red Rhino) and Tracked Fire-Fighting Vehicle are some of the customized solutions which the force has developed to increase its operational capabilities. The SCDF also actively engages the local community through its wide-ranging public educational programmes and community-based activities to enhance the resilience and emergency preparedness of the civilian population.
Today, the Force is recognised by the population as a professional body of well-trained officers and men geared to respond to all types of life-threatening emergencies round-the-clock. An operationally ready SCDF, working hand-in-hand with a prepared and resilient population, helps to ensure that the nation is capable of handling any untoward eventualities.
