What the role is

Introduction to Asia Pacific Sustainable Aviation Centre (APSAC)

The Asia Pacific Sustainable Aviation Centre (APSAC) is a company limited by guarantee that was set up by CAAS and registered with ACRA on 9 April 2025. APSAC is a Singapore-based centre with a regional mission to support Asia Pacific (APAC) countries to advance sustainable aviation through policy research, collaboration and capacity building. APSAC’s key activities are to:

(i) Undertake policy research in areas such as cleaner aviation fuels, carbon accounting, and carbon market development & green financing.
(ii) Facilitate collaboration across governments, industry and academia for joint studies and projects to harmonise and advance sustainable aviation policies and plans for APAC.
(iii) Provide capability-building through technical assistance and training in areas of sustainable aviation policy development and implementation.

What you will be working on

Position: Director of Policy & Projects

We are recruiting a Director of Policy & Projects to lead the Policy & Projects department at APSAC. The successful candidate will spearhead the Centre’s policy research programme, organise the curation, development, and management of policy research projects with industry and other partners, and participate in engagement with regional stakeholders to support APAC-centric sustainable aviation policy formulation.

Job Scope:

  • Lead the Policy & Projects department.

  • Main liaison with CAAS Sustainability Office for research, projects, and funding.

  • Identify sustainable aviation policy development needs for APAC.

  • Develop partnerships across APAC stakeholders that include governments, aviation and related industry organisations and academia.

  • Develop and define problem statements in the areas of cleaner aviation fuels, carbon accounting, market development and green financing.

  • Develop think pieces and papers for Asia Pacific sustainable aviation policies

  • Work with partners from the aviation, energy, carbon markets and financing sectors to curate research studies and projects that address APAC’s sustainable aviation policy development needs and problem statements.

  • Develop project scopes and requirements, including seeking approvals for budgets, deliverable and timelines.

  • Negotiate and formalise partnership agreements, research collaboration agreements and other forms of contracts with collaborators, as necessary and required.

  • Project management to ensure successful delivery of outcomes by monitoring project KPIs, reporting progress and administering project funds.

  • Engage with State agencies on policy development.

  • Share sustainable aviation policies at international platforms to build thought leadership.

  • Data mining and research on trends in decarbonization and related topics.

  • Undertake secretariat duties for APSAC Advisory Council.

What we are looking for

Competencies / Requirements:

  • Appropriate tertiary education, training and qualification.

  • A minimum of 15 years of relevant work and leadership experience.

  • Maturity, self-awareness and drive to work independently and as part of a team.

  • Relevant background and experience in aviation, sustainability, cleaner energy fuels, carbon market development and sustainability financing.

  • Strong interpersonal skills and cultural awareness and sensitivity for managing stakeholders across multiple sectors, including government entities, commercial companies, universities, research institutes, and international organisations and partners.

  • Experience in negotiating and drafting agreements related to project partnerships, research collaboration and other forms of collaboration.

  • Experience in managing projects across diverse stakeholders.
