As a Manager/ Senior Manager, SPED Sector Development in the Special Educational Needs Division, you will be part of the team involved in enhancing the quality, accessibility and affordability of Special Education (SPED). You will be required to interact with key stakeholders in the SPED sector and work closely with other divisions in MOE.

What the role is
What you will be working on
• Lead/ support the comprehensive review of sectoral frameworks, including curriculum reviews and analysis of policy/ programme effectiveness to strengthen post-school outcomes
• Lead/ support the development of communications and training strategies for programme evaluation (e.g. stakeholder engagement plans, knowledge transfer approaches), and materials to facilitate effective school adoption
• Analyse and review SPED data to support policy reviews, planning and programme evaluation
• Distil critical issues and sense-make from a wide range of information to propose effective policy solutions
• Drive alignment on policy positions and approaches amongst stakeholders, including mobilising citizens and stakeholder to co-create and co-deliver solutions
• Provide secretariat support during meetings, functional team projects and initiatives

What we are looking for
• Possess good communication and writing skills to crystalise core issues
• Possess working knowledge of statistical software, programming languages and data analytics tools
• Ability to develop domain knowledge in SPED to collaborate and/ or co-create policy solutions with stakeholders
• Ability to connect issues with larger systems and identify inter-dependencies across issues, domains or agencies as well as having grounded perspectives of implementation considerations
• A pro-active and resourceful individual with the ability to work well independently and in a team
