What the role is

The Home Team Science and Technology Agency (HTX) is a statutory board under the Ministry of Home Affairs (MHA) which aims to pioneer innovation solutions and develop world class science and technology capabilities to transform and empower the Home Team in delivering safety and security for Singapore. The HTX AI Product team is committed to empower our Home Team Department (HTD)'s flagship projects through the seamless integration of AI technologies. From identifying opportunities to delivery, launch, and continuous enhancement, AI Product team aims to push boundaries and setting new standards in homeland security. We are looking for enthusiastic Product Managers to join our team in building a Large Language Model. You'll work with proprietary datasets and help deploy models into production. If you're passionate about machine learning and eager to work on cutting-edge technology, we'd love to hear from you. Experience with full-stack development is a plus.

What you will be working on

Key Responsibilities Define, track, and prioritise the long-term R&D roadmap in partnership with stakeholders and users. Gather and analyse user feedback through interviews, surveys, and demos, translating insights into actionable requirements. Develop and execute go-to-market strategies by working with AI engineers to analyse usage metrics and drive LLM adoption. Plan and run agile sprints, managing product features, technical debt, and system stability. Coordinate branding, launch activities, and feature releases for LLMs and related research products. Collaborate with external research partners to deliver sprint outcomes on time. Source, manage, and coordinate data labellers for large-scale LLM/LMM dataset curation. Develop and maintain data playbooks and labelling platforms, ensuring efficiency, quality control, and consistency. Procure and evaluate proprietary data sources to enhance model performance, ensuring compliance with ethical and data privacy standards. Implement continuous improvement processes for data curation and labelling workflows. Procure hardware, software, and infrastructure resources to support R&D activities. Negotiate and manage research contracts and partnerships with research labs, GPU/hardware/software providers, and other stakeholders.

What we are looking for

Key Experience Bachelor’s/Master’s degree in STEM or Business fields (e.g., Computer Science, Business Analytics, Engineering, Mathematics). Proven experience in product management for AI/ML or technology-driven products. Strong understanding of LLM capabilities, applications, and AI/ML training/data requirements. Experience in agile development, cross-functional team management, and stakeholder engagement. Skilled in translating user needs into actionable product and technical requirements. Experience with product launches, go-to-market strategies, and user research methodologies. Familiarity with data labelling tools, pipelines, and best practices. Experience in procurement and vendor management for data and infrastructure resources (government procurement experience is a plus). Strong contract negotiation skills and ability to manage external partnerships. Knowledge of data privacy regulations and ethical considerations in AI development. Excellent project management, organisational, and leadership skills, with the ability to manage multiple priorities simultaneously. Strong professional network within the AI/ML community (plus point). *** All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
