What you will be working on

As the Public Service continues to face rising complexity and volatility amid tighter constraints, we need to accelerate efforts to deepen and broaden the capabilities of our Public Service Workforce to support business needs. To help the Public Service ensure a tighter translation between our business needs and workforce strategies, we are looking for a Senior Executive/Manager (Workforce Development). Reporting to the Senior Manager, you will be part of the Workforce Development Cluster in PSD. [Specific Job Responsibilities] You will work with public sector agencies to lead a range of exciting workforce development projects: • [Strategic Workforce Planning (SWP)] o Support all public agencies to develop their Strategic Workforce Plans for the 2030s. This includes partnering with agencies to ensure a tighter alignment between their medium-term business priorities and workforce strategies by identifying emerging skillsets needed and critical workforce gaps. o Facilitate consultations, workshops and other events/meetings to build and strengthen SWP capabilities across the Public Service. o Provide insights, enablers and resources to agencies so that they can develop and implement SWP frameworks tailored to their unique operating contexts. • [Labour Market Analysis] o Work with PSD’s Data Office to apply a data-driven approach to analyse Public Service manpower data to identify trends, challenges and opportunities. o Conceptualise and develop the labour market report for the public sector to distil key insights such as (i) growing and emerging skill areas, and (ii) implications for competencies and skills for the workforce. o These insights will support agencies’ SWP efforts and inform our workforce strategies for in-employment upskilling programmes, career development or career transition efforts to better chart public officers’ career and training roadmap. • [Policy and Strategy Development] o Contribute to the formulation of policies and/or workforce strategies to enhance career mobility and flexibility within the Public Service. o Pilot new initiatives including flexible work arrangements. • [Ensuring Workforce Resilience and Emergency Preparedness] o Develop WOG contingency manpower plans to ensure Public Service workforce resilience during crises, including strategies for rapid redeployment, identification of critical skills and capabilities, and concept of operations. o Collaborate with internal and external stakeholders for manpower reinforcements in key crisis functions.

[Key Competencies and Experience] • [Data Analytics]: o Proficiency in data analysis tools such as Excel, Tableau, Python, or R. o Experience in building predictive models, conducting trend analysis, and generating actionable insights from large datasets to support decision-making. • [Policy and Planning]: o Strong understanding of public policy development and its implications for workforce planning. o Ability to assess labour market trends and translate them into policy recommendations and/or workforce strategies. • [Working Effectively with Stakeholders]: o Excellent written and verbal communication skills to convey complex ideas succinctly and clearly. o Proven ability to engage and collaborate with diverse stakeholders across agencies and sectors, as well as external stakeholders. • [Serving with Heart, Commitment and Purpose]: o Ability to display care and empathy in how we serve, translate ideas and executive policies, and to deliver decisively and persevere through challenging situations. o Passionate about helping employees raise their employability. • 2-3 years of experience in Policy Development or Workforce/Strategic Planning. [Personal Traits] • Continuous learner, open-minded and willing to embrace new ideas, methods and perspectives. • Collaborative and works effectively with colleagues and stakeholders, fostering trust and mutual respect. • Resourceful and driven to put forth new ideas and get things done. • Staying mentally agile and comfortable working in an ambiguous, fluid and fast-paced environment with tight timelines.
