What the role is

We are seeking a strategic leader to develop and oversee Singapore’s medium to long term arts infrastructure planning. You will lead a team in reviewing and formulating arts use policies and planning parameters that enable and support the growth of arts creation and presentation spaces across Singapore.

What you will be working on

  • Provide urban planning and policy guidance for Singapore’s art infrastructure, including understanding and identifying demand, infrastructure gaps, barriers and opportunities, from the conceptualization of an island-wide masterplan to regional, township and localized arts neighbourhoods/precincts

  • Lead project management of ongoing consultancy contracts for planning arts spaces in Singapore, including:
    (a) Facilitating inter-agency workgroup discussions
    (b) Providing timely management updates to the Council and Ministry on the Arts Spaces Plan
    (c)
    Reviewing consultancy reports and distilling recommendations to refine and formulate relevant planning parameters for Arts Spaces Plan 2035
    (d) Where applicable, seeking formal approval at Ministry and regulatory authority levels to secure and guide the development of Singapore’s art infrastructure

  • Review current land and buildings allocated for arts use by working closely with key stakeholders (NAC’s Companies Limited by Guarantee and MCCY’s Cultural Academy’s Cultural Policy Research Network) to track and monitor data, including:
    (a) Gross Floor Area utilised by NAC and NAC-supported arts use in public and private sectors
    (b)
    Utilization and occupancy percentages 

  • Lead team members in building strategic partnerships with public and private stakeholders to unlock suitable space opportunities for the arts sector

  • Serve as NAC’s key point of contact for all arts use data and planning matters, including inter-agency consultations for spaces and projects under:
    (a) Community Sports/Facilities Scheme
    (b) Strategic Development Initiative
    (c) Direct Allocation Framework and Waiver of Competition for State properties

  • Lead the review of arts infrastructure accessibility for the arts ecosystem, including the suitability and sustainability of relevant space-related support policies

  • Conceptualize and assist in Massing plans of various arts facilities (from theatres to concert halls, arts galleries and studio spaces) and maintain a database of relevant space norms

  • Coordinate across teams to secure necessary resources for executing annual and multi-year workplans

What we are looking for

  • Demonstrated experience in strategic planning and master planning, with a proven ability to develop and implement long-term strategies

  • Minimum of 8 years of professional experience, including at least 2 years in a supervisory capacity

  • Strong track record in stakeholder engagement and relationship management across multiple organisations and levels

  • Advanced skills in data analytics, with the ability to interpret complex data and communicate insights effectively

  • Extensive project management experience, including budget management, resource allocation, and timeline tracking

  • Proven leadership experience in managing teams and driving complex, multi-stakeholder initiatives to successful completion
