The jobholder will be responsible for the following:
• Responsible for the design of Core and Infrastructure as part of Communications domain
• Strong technical knowledge in wireless communications technologies like professional mobile radio technologies, Radio Frequency (RF), 3G/4G/5G Core and expertise in telecommunications standards like 3GPP Release, ETSI Network Functions Virtualisation (NFV) Management and Network Orchestration (MANO)
• Strong knowledge in end-to-end design (including security) in Core Network technologies, Service orchestration, Network Functions Virtualisation (NFV), Network Slicing (NS)
• Responsible for end-to-end design (including security) of Core Network and NFVi to meet HTD’s operational needs, together with Cap sustainment
• Responsible for Core Network, including conduct gathering users’ requirements, conduct market survey, trials, writing tender specifications, perform tender evaluation and implementation to ensure that the recommended solution meets HTD’s needs
• Plan the near- and long-term network architecture evolution and capacity needs. Articulate architectural differences between solution methods and the challenges and approaches to integrating solutions built on different platforms.
• Lead in the planning and project management of new or existing telecommunication Core Network, including technology selection, capacity planning, service rollout and service performance improvement, etc.
• Lead in evaluation of tender from both a technical and commercial standpoint, and project manage the implementation of systems.
• Ensure that the system is able meet the system availability required by design, and to incorporate life cycle costing (LCC) considerations and spares optimisation as part of the technical requirements.
• Identify and study all the preliminary and critical design parameters, which can affect the operational and technical performance of the system.
• Prepare various technical documents like the technical specifications (for tenders), system design documents, technical interface agreements, various test plans (factory acceptance, on site acceptance, etc.) and test reports.
• Participate in acceptance tests like UAT, FAT, OSAT, SSAT and ensuring that the deliverables meet tender specifications.
• Take charge of the System Configuration Management of the system. The job-holder controls the proper delivery of hardware and software components into the system, with proper system versioning and ensures the assets are properly updated. If delivery is meant for bug-fixing or upgrade, the job-holder has to ensure that regression testing has been done.
• Assist Head, Mobile Core to ensure timely delivery of projects within the committed schedule and budget, ensuring project issues are timely resolved or escalated to management for attention.
• Provide regular updates to HTX management on the project progress, highlighting project milestones, issues and expenditure.
• Ensure projects are implemented based on the approved project plan that meets all identified operational needs, within agreed parameters of cost, duration and quality.
• Gather users’ requirements, conduct trials, obtain budget approval, writing technical specifications, perform tender evaluation, project management and vendor management of projects
• Identify potential project risks early, assess its implications to the organisation and project, recommend risk mitigating measures to minimise project delay
• Effectively engage and manage all relevant stakeholders to deliver communications system
• Ensure proper integration and testing of all hardware and software components so that the system is delivered according to contractual requirements
• Engage stakeholders in planning, coordination, writing and presenting relevant plans related to project approvals.
• Be a fast and avid learner in a changing technological landscape.
• Exercise analytical and engineering skills to draw system insights and provide value add to the design and architecture of system design, implementation and life-cycle management of the system.
• Be able to communicate within and across teams to foster collaborations and tighter integration in people, processes and systems.
• Able to exercise leadership and innovative mindset across all phases of systems planning, development, delivery and systems management.
• Work with external agencies and/or Home Team Departments (HTDs)
• Perform any other duties as assigned by HTX Senior Management or Deputy Dir.
