What the role is
What you will be working on
Scope
As a key member of Planning, Performance & Screening Division team, you’ll be based in the Planning Department.
You will:
Lead strategic reviews of the integrated Outreach workstreams, encompassing environmental scanning, market analysis, and emerging trends. This may include conducting in-depth stakeholder consultations, gathering qualitative insights from ground operations, and evaluating current outreach effectiveness across different demographic segments and geographical zones.
Spearhead the identification and development of innovative opportunities, including leveraging digital solutions, within the Outreach and screening landscape through data-driven insights. You'll develop sustainable operational frameworks, including designing prototypes and evaluate scalability and cost-effectiveness, to increase participation rates across diverse population segments.
Evaluate outreach effectiveness against key performance indicators, recommend evidence-based improvements, and work to ensure initiatives align with HPB's long-term sustainability goals and evolving preventive health needs.
Foster strategic partnerships with key healthcare sector stakeholders to develop and refine screening-related policies. This involves coordinating with the Ministry of Health on national health priorities, collaborating with the Agency for Integrated Care on seamless care integration, and engaging Public Healthcare Institutions to optimise screening operations. You'll facilitate multi-agency workgroups, drive consensus on policy recommendations, and develop implementation frameworks that align with national healthcare transformation goals while ensuring accessibility and cost-effectiveness of screening programmes.

What an ideal candidate looks like
An ideal candidate will be a dynamic and self-motivated individual with some working experience in programme reviews and data analysis. For the Assistant Director position, the candidate should have minimum 8 years of working experience and 3 years of supervisory experience.
The candidate should also possess:
Good inter-personal and communication skills, with an ability to negotiate and influence effectively whilst exhibiting strong political sensitivity.
Able to multi-task and think critically; works well in a fast-paced environment effectively and independently as well as in team-based arrangements.
Able to understand stakeholder needs and assess operational feasibility and translate that to programme formulation / evaluation.
Adaptability to changes, resourceful and creative, self-motivated with a strong desire to excel.
Familiarity with data visualisation / analysis tools such as PowerBI will be an advantage.
