What the role is
[Public Service Commission Secretariat]
The Public Service Commission (PSC) was constituted in 1951 as an independent organ of state to appoint, promote, transfer, dismiss and exercise disciplinary control over public officers. The PSC Secretariat provides support to the PSC. This includes formulating conduct and discipline policies, to ensure that officers maintain the highest standards of personal conduct and integrity. One significant non-statutory role of the PSC is the award of PSC scholarships for undergraduate and postgraduate studies. Under the Talent Management arm of the team, we formulate scholarship policies and oversee talent attraction and development of PSC scholarship holders as potential future leaders in the Public Service.
What you will be working on
[Specific Job Responsibilities]
Reporting to the Senior Assistant Director (Talent Management), you will lead a team of scholarship officers to support and facilitate the Public Service Commission’s work in securing and developing top-tier talent through PSC scholarships and maintaining oversight on scholarships throughout the public service. Your team will be responsible to:
• Ensure all-rounded development of scholarship holders. This would include advising scholarship holders on their developmental plans and career options, and counselling those who are not coping well.
• Oversee the day-to-day management of scholarship administration including finances (e.g. budget, plan and review various expenditures such as maintenance allowances, onboarding, settling-in), legal agreements, university relations and other forms of sponsorships such as Gap
Year and internships. You will also provide consulting services to the Ministries on scholarship administration.
• Plan and execute high-signature scholarship events/ceremonies and other development programmes for scholarship holders and information sessions for students in pre-tertiary and tertiary institutions.
• Network with partners such as local and overseas tertiary institutions, as well as engage pre-University and tertiary students, their parents and teachers.
• Implement the branding and outreach efforts across multiple platforms (including social media) to enhance the PSC scholarship value proposition to key stakeholders and manage media and international relations.
• Manage the Scholarship selection exercises.
• Stay abreast of external practices to recommend leading practices that can be adapted for use in the civil service. Build knowledge management and promote sharing of information and best practices in scholar development methodology and scholarship administration.
• Oversee and prepare reports for stakeholders and public’s information on the work of the PSC (e.g. Annual Report), as well as for Senior Management when required.

In addition, we are looking for an individual who possesses the following:
• [Talent Management] The ability to develop strategies and lead the implementation of talent management processes and initiatives to identify, engage and manage talent, as well as define success metrics to track and measure the effectiveness of the initiatives. You should be open to new ideas or approaches to talent development and be able to translate them into actionable follow up. You have experience in managing and mentoring talent in areas such as onboarding, training and development and managing their well-being.
• [Recruitment & Branding] The ability to design and implement branding and outreach strategies to articulate and enhance the PSC scholarship value proposition to stakeholders across multiple platforms. You have experience in events management and is able to oversee the planning and execution of high-profile events, and the designing and organising of facilitation, engagement and networking sessions for both small and large groups.
• [Business Partnership/Working Effectively with Stakeholders] The ability to guide the team to reach out, influence and mobilise stakeholders towards a common purpose, and engage stakeholders to better understand their needs and co-create solutions that work. You are a confident communicator who can interact with local and international partners, foster positive relationships and proactively identify opportunities for collaboration. You also possess strong interpersonal skills.
• [Thinking Clearly and Making Sound Judgements] The ability to make sound judgements about different policy options by synthesising various data points and using a good sense of realities on the ground. You are able to anticipate and prepare for queries from stakeholders when operationalising solutions.
• [Analytics] Strong analytical skills and ability to leverage the use of data and research to generate insights for planning purposes.
[Other Traits]
• Keen interest to work with young scholarship holders and a good understanding of the psyche of youths today.
• An understanding of the local/overseas universities and education systems would be advantageous.
• Organised, meticulous and able to multi-task and thrive in a fast-paced environment.
Successful candidates will be offered a 2-year contract in the first instance.
