What the role is

You will be part of the Estate and Facilities Department managing estate maintenance contacts and licence agreements at Parliament House. The Department is responsible for ensuring the operational efficiency of building services that support parliamentary businesses. It undertakes and implements improvement, or project works such as the upgrading and modification of existing space. It is the coordinating department in helping to drive Parliament’s Environmental Sustainability.

What you will be working on

• Formulate and implement policies, processes and procedures related to workplace and/or facilities management • Manage and supervise Term and Ad-hoc Contractors, Managing Agent, Integrated Facilities Management (IFM) vendor to ensure effective performance and good service standards • Conduct regular independent site inspections and checks on building facilities to complement the checks by Managing Agent or IFM vendor • Oversee the operation, inspection and maintenance of building infrastructures and engineering systems • Identify causes of process gaps in maintenance and repair, support and document resolution of issues accordingly • Monitor and analyze operations data such as utilities, equipment performance and service level. Prepare performance updates/report for operations. • Review, recommend and implement improvements and measures for processes and procedures to enhance facilities operations, building maintenance standards and efficiency and adoption of best industry practices • Plan, monitor and manage operating budget and facilities life cycle costing • Drive green initiatives and promote sustainability in facilities operations and maintenance • Administer and manage contracts with other team members in the department • Involve in procurement of maintenance, integrated facilities management, managing agent and/or other goods and services • Involve in procurement and project management of development projects, renovation, facilities renewal, repair and minor improvement projects to ensure works adhere to the project requirements, complete within schedule and budget and of good quality. • Assist and perform management duties, ad-hoc corporate admin services and special projects as assigned by Reporting Officer

What we are looking for

• Minimum 6 years of working experience in estate/facilities management of commercial or government buildings • Experience in project and contract administration and management • Good knowledge in Fire Safety Management and Green Mark and Energy Trends and Conservation guidelines and standards • Strong analytical, interpersonal and communications skills with the ability to engage officers at all levels as the job requires extensive interaction with stakeholders, vendors, contractors and external parties • Proficient in MS Office suite of applications • Ability to multitask and work under tight deadlines • Good team player with the ability to work independently • Only Singaporeans need apply
