What the role is

NEA’s Waste Management Division (WMD) is responsible for the regulation of the waste management industry and implementation of key initiatives under the Zero Waste Master Plan, to achieve an efficient and sustainable waste-to-resource management system in Singapore.

The Waste Regulation Department (WRD) in WMD administers the General Waste Disposal Facility licensing scheme, Mandatory Waste Reporting scheme, mandatory provision of recycling receptacles in all condominiums and private apartments, and the mandatory requirements for food waste segregation and treatment by large food waste generators. The department aims to achieve an efficient and sustainable waste-to-resource management system in Singapore.

What you will be working on

You will work in close partnership with internal and external stakeholders to manage waste disposal and recycling facilities, in addition to undertaking projects to improve Singapore’s recycling rate and resource circularity efforts. You will be responsible for the following:

Manage the General Waste Disposal Facility (GWDF) licensing scheme

  • Plan, supervise and co-ordinate the processing of licence applications to ensure compliance with regulations and guidelines to safeguard public health and the environment

  • Implement the Waste Management Progressive Wage Model for Materials Recovery sub-sector (viz. the GWDF licensees), which involves the review of existing legislations, development of the compliance framework and audit regime, etc.

  • Work with industry and stakeholders to enhance overall industry standards in terms of safety and waste management practices

  • Verify and validate data submitted by licensees, organise audit inspections on selected premises and undertake appropriate enforcement actions (if any)

  • Organise dialogue sessions with industry stakeholders

Conduct research and data analysis on Singapore’s waste and recycling statistics

  • Organise waste characterisation studies and supervise waste sampling works at the various Waste-to-Energy plants

  • Coordinate regular surveys of key industry stakeholders and carry out market research on waste management industry

  • Compile data and findings to establish the waste and recycling statistics

  • Contribute to reviews of ongoing policies and programmes including the implementation of new initiatives

What we are looking for

  • Degree in Engineering in the field of, but not limited to, Civil, Environmental, Mechanical, Chemical and Electrical.

  • 3 to 5 years of relevant working experience in waste management industry

  • Team player with strong interpersonal and communication skills

  • Strong project and stakeholder management skills

  • Meticulous with an eye for detail

  • Organised, able to multi-task and work independently

  • Effective writing and presentation skills

  • Highly self-motivated, mature, independent, and resourceful

  • Computer literate, proficient in Microsoft Office (e.g., Excel, Words, PowerPoint)

  • Competent in data analytics and statistics assessment

  • Experience with data analysis using open-source programming languages, particular Python or R will be an added advantage

  • Able to work after-office hours and weekends, if required

  • As part of the shortlisting process for this role, you may be required to complete a medical declaration and/or undergo further assessment.
