What the role is

This is a generalist Policy Officer role in one of the teams in the Arts and Heritage Division (AHD) – Arts Team, Heritage Team, or Partnerships Team. Collectively, AHD oversees Singapore’s Arts & Heritage policies. This includes setting the policy agenda for the Arts and Heritage sectors, funding and governing the National Arts Council (NAC), National Heritage Board (NHB) and national cultural institutions, and shaping the long-term strategies for the sectors. Through this, AHD supports MCCY’s efforts to contribute to a confident and resilient Singapore, with a cohesive and caring society and a fulfilled and engaged people.

What you will be working on

As a Policy Officer (individual contributor) in AHD, you will be involved in a broad range of work including: • Policy reviews and analysis • Development of sectoral strategies and projects (e.g. infrastructure) • Corporate governance and strategic budgeting • Digitalisation and cultural philanthropy • Singapore’s cultural diplomacy and related international collaborations • Management and governance of funding to the Statutory Boards and national cultural institutions • Administrative work including setting up meetings and taking minutes. You will work closely with Political Office Holders, Senior Management, public officers in other Ministries, key Statutory Boards such as NAC and NHB, as well as cultural institutions such as the Esplanade, National Gallery Singapore, School of the Arts and the Singapore Art Museum.

What we are looking for

AHD functions in a complex policy space, with multiple stakeholders to manage and hard trade-offs to make. We are looking for independent learners who are intellectually curious, nimble, interested in nurturing Singapore’s Arts and Heritage ecosystem, and comfortable with engaging widely. AHD succeeds through teamwork, a commitment to training and learning, and the collective desire to build a vibrant and sustainable Arts & Heritage ecosystem for the benefit of Singapore. Experiences: • At least 3 years of working experience, with public service experience an advantage • Understanding of and interest in policy work, corporate governance and/or the arts and heritage sector is an advantage Competencies: • Excellent written and oral communication skills. • Comfortable working independently on problem solving. • Able to work in a complex and fast-paced policy environment and is sensitive to Singapore’s cultural context. • Strong analytical skills, coupled with the ability to think critically and strategically. • Able to engage and build relationships and networks with diverse stakeholders at all levels. Personality Traits: • Interest in the arts and heritage sector is strongly preferred • Strong team player and humility, when it comes to learning and engaging stakeholders • Proactive and independent worker who is comfortable stepping out of comfort zone to explore new work domains and creative thinking.
