What the role is

Anti-Doping Singapore (ADS)'s mission is to ensure sport in Singapore is free of doping through the implementation of effective education, detection, research and international co-operation initiatives. We work together with the sport bodies to protect the rights of Athletes to participate in clean sport. As an autonomous agency of the Ministry of Culture, Community and Youth, ADS is responsible for developing and implementing comprehensive doping control programmes, whilst promoting doping-free sports through educational initiatives. The organisation monitors National Sports Associations to ensure they comply with Singapore's Anti-Doping Policy, ADS Anti-Doping Rules, and the World Anti-Doping Code. ADS also investigates potential anti-doping rule violations, fosters collaboration with other national anti-doping organisations for reciprocal testing, and advances anti-doping research. We are seeking an experienced leader to drive Singapore's anti-doping initiatives.

What you will be working on

You will lead the ADS team that drives the development and implementation of strategies, policies and programmes for anti-doping in Singapore. ADS is an Autonomous Agency under the Ministry of Culture, Community and Youth (MCCY) to provide operational independence for its decisions and activities. You will be responsible for the overall strategic leadership for ADS and be accountable to the ADS Governing Board for delivering a world-class, Code. You will work closely with the ADS team to ensure effective implementation of the national anti-doping programme, and proper governance and reporting to key stakeholders, in accordance with the World Anti-Doping Code, its International Standards, and guidance from the ADS Governing Board. You will also represent ADS nationally and internationally. As a General Manager, your responsibilities include: 1. Strategic Leadership and Planning a. Work with the ADS Governing Board to provide leadership for ADS and anti-doping in Singapore. b. Develop and implement the long-term vision and mission for ADS. c. Develop, monitor and evaluate multi-year strategic plans for the national anti-doping programme, ensuring compliance with the World Anti-Doping Code, all relevant International Standards and government legislation, regulations and policies. d. Ensure close alignment of ADS’s plans with global anti-doping efforts and the national sport agenda and maintain up-to-date knowledge on key issues and trends in anti-doping. e. Advise the Governing Board on matters relating to anti-doping policies, programmes and governance. 2. Operational Management a. Work with the ADS team to develop, implement and evaluate annual operational plans and related budgets to achieve ADS’s multi-year strategic plans. The General Manager will be directly working on Results Management, Intelligence & Investigations and Protection of Privacy and Personal Information. i. Testing (i.e. sample collection and analysis): Develop and implement the National Test Distribution Plan, Registered and Domestic Testing Pools, and in-competition and out-of-competition testing. ii. Results Management: Ensure robust and fair processes for the timely management of adverse analytical findings and anomalous observations, including hearings and appeals. iii. Intelligence & Investigations: Develop effective intelligence and investigations capability to identify and pursue anti-doping rule violations (ADRVs). iv. Education & Prevention: Implement comprehensive anti-doping education programmes for athletes, athlete support personnel, and other stakeholders. v. Therapeutic Use Exemptions (TUEs): Work with the TUE Committee to manage and review TUE applications. vi. Prohibited List: Apprise key stakeholders of annual updates to the List and assist with enquiries from athletes and athlete support personnel and use of medications and supplements. vii. Protection of Privacy and Personal Information: Implement appropriate privacy and data protection measures. 3. Governance and Compliance Oversight a. Ensure compliance with reporting and contractual obligations and with organisational and government policies. b. Oversee compliance across all areas covered by the Code and International Standards. c. Ensure ADS maintains audit-ready documentation of operations and programme delivery. d. Prepare reports for Governing Board and WADA compliance submissions as required. 4. Financial and Resource Management a. Secure and manage ADS’s financial and manpower resources. 5. Culture and Capability Building a. Engender a culture of professionalism and uphold values consistent with the clean sport movement. b. Develop and implement strategies to enhance ADS’s capabilities. c. Build a high performing professional team, aligned with the World Anti-Doping Agency’s (WADA’s) Global Learning & Development Framework (GLDF). 6. Stakeholder Engagement and Collaboration a. Represent ADS, participate and contribute at regional and international meetings, seminars, conferences and events. b. Build and maintain strong relations with the World Anti-Doping Agency (WADA), Southeast Asia Regional Anti-Doping Organisation (SEARADO), National Anti-Doping Organisations (NADOs) and other international sport bodies (e.g. International Federations). c. Work closely with stakeholders in the sport and education sectors to advance the national anti-doping agenda. d. Collaborate with partners and stakeholders with relevant expertise that can support ADS’s operational plans and strategy. e. Manage ADS’s public communications and media relations.

What we are looking for

Work Experience and Knowledge • Background in the fields of sport, health, law, social science and/or business administration. • At least 8 years’ experience with strategic planning, policy development and operational management, with knowledge on quality assurance and quality management processes.
