What the role is

The Pro-Enterprise Panel (PEP) team is part of MTI’s Enterprise Development Division which is responsible for the growth of Singapore’s enterprises. We are passionate about working with businesses and regulatory agencies to create a smart and agile regulatory regime that serves to enable innova%on, new business models and technological advancements. Businesses in such an environment will be more compe%%ve, produc%ve, and Singapore will be the perfect base for businesses looking to interna%onalise. We are advocates within the Government for businesses, seeking and ac%ng on feedback and novel business proposals, pushing for regulatory flexibility and pilo%ng of new business ideas while maintaining regulatory robustness to protect public interest and safety. We work closely with the Public Service Division on regulatory transforma%on efforts to reduce compliance burden and enhance regulatory nimbleness, and with the SME Pro-Enterprise Office (SME PEO) based in Enterprise Singapore to iden%fy systemic regulatory gaps and pain points, as well as seek out and act on sugges%ons on how government rules and regula%ons can be improved. Our ideal candidate for the role is a self-starter and a crea%ve problem solver, who can switch between detailed analysis and high-level strategic thinking. This candidate will also have the experience, and the personality needed to build a network of partners both in the private and public sector. A good understanding of the regulatory considera%ons and processes in Singapore would be ideal.

What you will be working on

Key Responsibilies a. Serve as secretariat to the Pro-Enterprise Panel, a private-public panel chaired by the Head, Civil Service and comprising business leaders and senior public officers b. Review novel business proposals and push for regulatory flexibility to support the pilo%ng of innova%ve business ideas c. Provide strategic vision and implement performance indicators to measure regulatory excellence across the public service d. Conduct benchmarking exercise for all regulatory agencies to iden%fy areas of strengths and weakness, and partner agencies to develop ac%on plans to improve pro-enterprise orienta%on e. Maintain oversight of Singapore’s regulatory rankings and work with partners and agencies on areas of improvement f. Collaborate with businesses and regulatory agencies to iden%fy pro-enterprise gaps and conduct reviews to address them g. Seek out and exchange best prac%ces with forward leaning interna%onal regulatory agencies who share our goal of crea%ng an enabling business environment

What we are looking for

We are looking for adaptable, resourceful and driven individuals who thrive in a fast-moving environment, have a keen interest in enabling a pro-enterprise environment, adept at working with diverse stakeholders both within and outside the public sector, and are equipped with the following quali%es and competencies: • Strong analy%cal capabili%es • Relevant working experience in regulatory policy development, strategic planning or organisa%onal transforma%on-related work • Experience in rela%onship building and networking • Good interpersonal skills, basic project management skills and the ability to manage mul%ple stakeholders • Highly adaptable, resourceful and driven • Excellent wri%ng and presenta%on skills, with confidence to present to C-Level execu%ves • Strong work ethic and a7en%on to details
