What the role is
The Ministry of National Development (MND)’s operating environment is changing rapidly. Amid an evolving geopolitical and socioeconomic context which has reshaped the collective demands on infrastructure, the issues we face are increasingly complex and multi-faceted. To respond to these challenges, MND must evolve and reshape our organisation to be future ready with the aim to create a stronger, more flexible, and adaptable organisation, an agile and nimble workforce, and a collaborative and joyful workplace.
As part of the Transformation team within MND’s Corporate Development Division, you will join a small but agile team that drives organisational development by strengthening organisation systems and processes, advancing organisational excellence. You will report to Deputy Director (Transformation).
What you will be working on
You will:
- Lead or contribute to shaping MND’s transformation roadmap, taking into account the evolving operating context for the Ministry and its Statutory Boards, industry best practices, organisational development strategies and design thinking.
- Strengthen organisational identity and culture, and promote staff well-being through initiatives that foster inclusion, adaptability and collaboration, including planning and executing organisation-wide conferences or townhalls.
- Drive employee engagement across various levels (i.e. senior management, middle management, and staff) to encourage active participation in MND’s transformation journey.
- Analyse data and distil insights to identify priority areas and co-develop stakeholder-centered solutions that enhance organisational effectiveness and staff experience.
What we are looking for
We are looking for people who are open to new ways of thinking and willing to push boundaries.
You should preferably possess:
- At least 2 - 4 years of relevant experience (4 - 6 years for the Senior Assistant Director role) in organisational development or related fields.
- Strong analytical and problem-solving abilities with knowledge of organisational development concepts and practices, and the demonstrated ability to manage multiple projects and meet deadlines.
- Excellent writing and presentation skills, as well as the ability to manage both internal and external stakeholders across various levels.
- A passionate and driven mindset, be a strong team player who can work independently, think strategically, synthesise insights from multiple sources to inform strategy, and thrive in collaborative environments to drive improvements and challenge the status quo
Candidates with strong policy or strategic thinking experience, even without direct organisational development exposure, are also welcome to apply.

- Ability to analyse global and national trends which impact organisation performance, navigate loosely defined problem spaces and propose innovative solutions which are in line with ground realities.
- Ability to think beyond department or agency lines and form effective partnerships within and across agencies.
- Ability to implement, monitor and ensure the execution of all aspects of a project, strategically using available resources to achieve objectives in an efficacious manner, anticipate potential risks and put in place mitigation measures.
