What the role is

As Deputy Director of Human Resources, you will lead strategic HR initiatives and oversee comprehensive human resource operations whilst providing expert advice to senior management on workforce planning, and organisational development.

What you will be working on

Strategic Leadership

  • Drive strategic HR initiatives that align with organisational goals

  • Partner with stakeholders, including senior management to optimise organisational structure and resource allocation

Performance Management

  • Oversee performance management systems and annual review exercise

Scholarships

  • Oversee scholarship programme and selection framework

Learning & Development

  • Spearhead learning and development strategies to enhance organisational capabilities

  • Oversee overseas training programmes and study awards

  • Collaborate with divisions to develop targeted training plans aligned with competency frameworks

HR Operations & Governance

  • Oversee end-to-end HR operations including recruitment, compensation, benefits and employee relations

  • Manage HR budget and resource allocation.

  • Lead HR transformation initiatives and process improvements

  • Provide data-driven insights through HR analytics

  • Ensure compliance with employment legislation and regulatory requirements, including  audit preparations and investigations

  • Review and update HR policies in line with PSD guidelines

  • Handle code of conduct and disciplinary matters

Compensation & Benefits

  • Administer implementation of salary reviews and bonuses

  • Develop and implement skills allowance frameworks

  • Oversee and enhance benefits administration

  • Manage union relations and negotiations

  • Monitor manpower costs and budgeting

What we are looking for

Experience

  • Preferably at least 10 years of HR experience with at least 3 years of managing a team

  • Proven track record in strategic HR management

  • Experience in public sector HR preferred

Competencies/Skills

    Ability to plan for future workforce capacity and capability to achieve organisation goals. This includes the ability to proactively identify and manage the impact of workforce risks to the organisation.

  • [Ops Tech Planning & Solutioning]
    Ability to establish and manage effective and efficient HR management systems and leverage new technology to enhance HR operations and service delivery.

  • [Data Analytics & Insights]
    Ability to use data and analytics across a range of HR functions to generate insights for forward planning.

  • Strong leadership and stakeholder management capabilities with the ability to build trust and credibility with key stakeholders

  • Effective people developer and the ability to nurture staff

  • Demonstrates strong capability in translating strategic policies into operational excellence, with proven ability to drive initiatives from conceptualisation through to successful implementation

  • Excellent communication and interpersonal skills, including good writing skills

  • Experience in change management and process improvement

Successful candidates will be offered a 2-year contract.
