What the role is

The Smart Nation Group – Digital Government (SNDG), under the Prime Minister’s Office (PMO) and administratively managed by the Ministry of Digital Development and Information (MDDI), plans and prioritizes key Smart Nation and digital government projects, raises the standards of Government ICT and services, builds long-term capabilities for the public sector, and promotes adoption and participation in digital and smart innovations. It takes a whole-of-nation effort, and we will actively engage the public, the industry and fellow agencies as we build a Smart Nation together. The Smart City Division supports infrastructure and S&T agencies in delivering Smart City use cases through key enablers such as data, cybersecurity, and emerging technologies including AI, robotics, and digital twins. Our goal is to help agencies make smarter decisions and operate more effectively in the planning and management of the city, while enabling innovations that simplify the urban experience for citizens.

What you will be working on

Policy, Strategy & Planning • Co-develop strategies to enable infrastructure and S&T agencies to drive Smart City use cases. • Formulate data and cybersecurity policies to support Smart City development and implementation. • Work with agencies to translate policy goals into product strategies and actionable delivery plans. • Monitor emerging technologies (e.g. AI, robotics, digital twins) and assess their relevance and application for government. Programme & Stakeholder Management • Lead key workstreams and manage cross-agency programmes, ensuring alignment and timely delivery. • Coordinate with agencies and partners to shape operations-technology roadmaps and implementation plans. • Represent the division in inter-agency committees, taskforces, and external engagements as needed. Technical & Product Oversight • Collaborate with product teams to ensure alignment in the development of middleware and shared systems that enable Smart City capabilities. • Evaluate funding proposals and provide guidance to harmonise technologies and promote adoption of common WOG platforms. • Champion product thinking and support experimentation to unlock new modes of service delivery. Team Leadership • Coach and develop a multidisciplinary team with strengths across policy, technology, and user research. • Foster a collaborative and high-performing team culture, encouraging ownership and initiative. • Provide day-to-day guidance and serve as a thought partner for navigating complex challenges.

What we are looking for

• At least 10–12 years of experience spanning product management, programme delivery, policy development, digital transformation, or urban technology. • Strong cross-functional leadership and team management experience. • Familiarity with Smart City concepts, data architecture, digital government systems, or technologies such as AI, IoT, and digital twins. • Strategic thinker with the ability to navigate ambiguity, simplify complex problems, and align stakeholders toward shared goals. • Excellent communication and interpersonal skills, with the ability to operate effectively across public and private sector partners.

MDDI oversees the development of the infocomm technology, cybersecurity, and media sectors; the Government’s digitalisation initiatives; and the national library, national archives, and public libraries. The Ministry is also responsible for effective public communications, and the Government’s information and public communication policies.
