What the role is
The Public Service Division (PSD) aims to build a first-class Public Service for a successful and vibrant Singapore. We do this through public sector leadership development, capacity and capability building and the promotion of quality services at all levels of the Public Service. We are looking for outstanding candidates with the vision and passion to contribute to help shape Singapore.
PSD plays the role of functional leader for HR in the Singapore Public Service, with the Chief HR Officer (CHRO) as Head of Profession. The vision of the CHRO’s Office (CHROO) is to position Singapore Public Service as “The Employer of Choice” to attract, manage and develop our officers so that collectively, we contribute towards building a Trusted Public Service with Citizens at the Centre.
The Office serves to professionalise HR in the Public Service and provide professional leadership to some 3,000 HR Leaders and officers across the Public Service. We do so through the 5 ‘Cs’:
i. Building a One trusted HR Community;
ii. Uplifting Capabilities;
iii. Increasing Capacity to transform;
iv. Building Collaboration and benchmarking standards; and
v. Facilitating HR Career development and branding.
Learning Areas
By joining our #PeoplePurposePossibilities internship in CHROO, you can play a role in building a Public Service HR team that is strategic, innovative and engaged. You will be part of a lean team to plan and drive CHROO’s vision across the Public Service. The CHROO convenes platforms to foster networks and collaboration across agency and function, facilitates sectoral dialogue and develops strategies to invest in capability and capacity building for the HR community.
What you will be working on
You will have the opportunity to develop yourself in the following areas:
Future of HR 2030:
You will be part of the team that plans and executes the strategic and change plans aimed at building the public service HR towards 2030. You will learn about the future key workforce challenges, vision, focal areas and strategies pertinent for HR transformation. These include potential needle-moving projects in the areas of strategic HR partnering, strategic workforce planning, HR technology/data, progressive HR practices.
Change management and narrative building:
In driving change within the public HR towards 2030, you will support the team in conceptualising engagement and communication plans, storyboards and change narratives, as well as developing digital assets/contents (e.g. EDMs, stories) to inspire and rally the HR community towards the future of HR work.
Learning design and engagement facilitation:
You will be part of a team that designs and conducts learning intervention and platforms for the HR community. As part of the team, you will convene community learning platforms with HR global thought leaders, leading practitioners, professional service firms and professional bodies to plug into industry developments at the national and global levels and adapt for use in the Public Service.
HR insights and metrics:
You will support the team to collect, distil data and insights to identify potential focus areas and suggest solutions for improving HR within the public service. You will learn about the different metrics and benchmarks to develop evidence-based recommendations for CHROO’s strategic initiatives.
Establish network within PSD, and with HR community in public service agencies:
You will work with different stakeholders within PSD, and with the HR community in other public service agencies.

• [Creative Thinking and Problem Solving]: Open to experiment with new ideas while managing risks and considering the perspectives of different stakeholders. Demonstrate creativity in designing communications assets and brainstorming for solutions. Resilient and willing to try different possibilities and ways of working.
