What the role is

The Legal Aid Bureau is a department under the Ministry of Law which provides quality legal aid, advice and assistance in civil law matters to persons of limited means. The Operational Policy & Data Analytics Unit (OPDA) in the Legal Aid Bureau oversees the Bureau’s strategic planning process, transformation efforts, and the development and review of operational policies.

What you will be working on

As an Assistant Director in OPDA, you will lead the unit in the formulation and review of operational policies with a view to enhancing access to justice. You will also need to assess and oversee the communication and operationalisation of new policy recommendations and ensure good governance of public funds. You will need to work with officers from other Divisions within MinLaw and also engage government agencies and external stakeholders such as Assigned Solicitors and the Judiciary to gather feedback/input. You will analyse LAB data, design and manage LAB’s transformation initiatives, and provide inputs for operations policy within LAB, to ensure that policy formulation is data-driven and better targeted to LAB’s context. This includes leading a team to: • Maintain strategic oversight of and manage LAB’s data and other issues relating to analytics and statistics by generating, managing and analysing reports on the Bureau’s performance and providing raw data and evidential basis for policy formulation and implementation • Take charge of matters pertaining to operational policy reviews by initiating and planning policy reviews including doing the relevant data collation, engaging with internal and external stakeholders, and monitoring the success of the initiatives • Oversee LAB’s fiscal sustainability by planning and forecasting LAB’s budget needs, monitoring budget utilisation and leading policy reviews pertaining to LAB’s budget needs and proposing measures for sustainability • Design and manage LAB’s organizational development and business excellence initiatives by identifying gaps and areas for improvements in operations processes, for service excellence, and designing solutions to address these gaps

*Key Competencies Required* • [Internal Stakeholder Alignment]: Drive alignment on policy positions and approaches among key internal stakeholders • [Data-driven Policy Analysis]: Utilise data analytics (directly/indirectly) to support policy analysis and simulate the impact of different policy options • [Deep Critical Thinking]: Distil critical issues and sense-make from a wide range of information, arriving at effective policy solutions • [Domain Specific Expertise]: Develop domain knowledge to collaborate and/or co-create policy solutions with experts/professionals • [Systems Thinking]: Connect issues with larger system and identify inter-dependencies across issues/ domains/ agencies *Personal Traits/Work Experience* • Have at least 3 years of work experience in policy formulation • Have a strong interest in public policy-making, along with strong analytical, writing, organisational, and verbal communication skills. • Have the ability to engage and build strong relationships with stakeholders. • Have strong planning and organisational abilities, so that he/she may oversee multiple projects and take on a leadership role to mentor or manage teams Successful candidates will be appointed on a 1-year contract, with potential for emplacement into permanent position. The appointment will be aligned with the candidate’s years of relevant experience.
