Maritime and Port Authority of Singapore

Manager / Senior Manager (Safety Governance & Promotion) (2 Year Contract)

Maritime and Port Authority of Singapore

Fixed Terms

Closing on 29 Nov 2025

What the role is

You will be part of a team that drives Singapore’s global status as a premier hub port. The Safety Governance & Promotion (SGP) department works closely with MPA’s senior management team and divisions, as well as key leaders in the maritime industry to raise safety awareness, promote a safety-first culture and enhance safety through initiatives that serve both MPA and the maritime industry in Singapore. The team is also responsible for workplace environment, health and safety issues for MPA staff and the people who work alongside us.

As part of the mandate to enhance safety through the promotion of best practices and safety initiatives, SGP collaborates with relevant government and industry organisations on various initiatives.

These include the National Maritime Safety at Sea Council (NMSSC) - an advisory body to MPA on maritime safety matters, MPA-Industry Safety Work Groups that focus on safety of navigation, regional ferries, harbour craft and pleasure craft, and the MPA Environment, Health and Safety (EHS) Committee.

What you will be working on

The team works on safety-related issues for MPA as well as the maritime industry. The role we are hiring for covers both areas, but with focus on the workplace environment, health and safety issues for MPA. Areas of responsibility includes but is not limited to:

  • Planning and implementing organisation and industry-wide initiatives to increase awareness and promote a safety-first culture. E.g. lunch time talks for MPA officers, and events under the Safety@Sea Week involving maritime companies, international organisations and MPA’s overseas counterparts (www.safetyatseaweek.gov.sg).

  • Working with Chairman, MPA EHS Committee and cross-divisional representatives to develop and manage EHS-related initiatives. This would include development and implementation of the Safety Management System across the organisation, overseeing near miss reporting within MPA, monitoring the review of risk assessments across MPA divisions, secretariat support for EHS committee meetings and support in investigation of employees’ work-related incidents.

  • Analysing and reporting observations and trends for safety-related statistics. E.g. regular updates to MPA senior management on workplace safety and health related statistics and issues, and marine incident statistics in the Port of Singapore.

  • Working with industry stakeholders and/or government agencies to develop initiatives that serve to advance the safety at sea agenda for Singapore.

What we are looking for

Candidates with at least 5 years of working experience are welcome to apply. You must have experience in organising events, publicity-related work and/or stakeholder management.

Candidates who are registered Workplace Safety and Health (WSH) officers with MOM and with work experiences in implementing appropriate safety measurements in accordance with the Workplace Health and Safety Act will have an advantage. Those without WSH qualifications would be required to undergo the relevant training and certification. This would be supported by MPA.
