What the role is

In this role, you will join the Security and Preparedness Department (SPD) which is responsible for developing the Ministry's preparedness plans for various contingency situations. The role develops MOM's crisis preparedness plans and oversees whole-of-government manpower resilience efforts. The incumbent will lead the Crisis Preparedness and Manpower Resilience units to ensure holistic crisis preparedness and strengthen WOG manpower resilience. The portfolio involves developing crisis plans for all crisis scenarios, coordinating with MHA and other agencies on WOG contingency plans, and staffing principals for various crisis platforms.

What you will be working on

• Crisis Preparedness Planning - Develop and coordinate MOM's response plans for crises scenarios, working with internal divisions and external agencies (MHA, other government bodies) to ensure comprehensive crisis readiness • Strategic Platform Representation - Staff senior leadership at critical crisis platforms ensuring MOM's interests are represented and responses align with prepared plans. • Manpower Resilience Analysis - Engage government agencies to assess manpower profiles of essential services, risk assessment frameworks, and develop mitigation strategies to strengthen whole-of-government manpower resilience. • Business Continuity Management - Oversee MOM's business continuity framework, consolidate divisional BCP plans, and manage regular testing cycles to ensure operational readiness during disruptions. • Exercise Coordination & Improvement - Coordinate MOM's participation in crisis exercises, track follow-ups, and implement process improvements to enhance overall preparedness capabilities.

What we are looking for

• Degree in any discipline. • At least 5 to 7 years’ experience in policy and planning or emergency preparedness work. • Experience in data analytics and sensemaking would be an advantage. • Good written and oral communication skills. • Good interpersonal and engagement skills, strong Team Player. • Relevant policy writing, planning experience will be an advantage.
