As a member of the PE team in MDDI’s Data Office, you will be given the opportunity to partner with a diverse mix of stakeholders in varying stages of evaluation across a range of programmes in the digital, communications and information domains.
You will provide guidance to programme owners in planning, designing and evaluating projects of strategic importance to the organisation. You may be directly involved in working with programme owners to conduct evaluation deep-dives. As the central PE unit for MDDI Family, you will also have the opportunity to connect with other central PE units across whole-of-government and refine standards and guidelines for MDDI-Family to keep pulse with developments in programme evaluation.
This role includes but may not be limited to the following responsibilities:
• Monitor key performance indicators for MDDI and its agencies’ programmes within the scope of the MDDI-Family Programme Evaluation Framework
• Conduct in-depth evaluations of selected programmes (during planning and post-implementation) and identify opportunities to optimise policy implementation. This will involve:
o Using frameworks such as Theory of Change to clarify programme goals and desired outcomes
o Collating and analysing relevant data to assess performance indicators and desired outcomes, as well as derive evaluation insights
o Scope and participate in programme walk-throughs and field observations alongside programme owners to identify process improvements
o Making data-informed recommendations to senior management, programme and policy owners
• Provide guidance and support to MDDI-HQ and agencies in designing appropriate programme evaluation approaches. This includes:
o Engaging policy and programme owners to understand programme intent and design, identify needs for evaluation and the suitability of evaluation methods
o Reviewing and providing input to programme owners’ Theory of Change frameworks based on their programme goals
o Reviewing implementation plans for proposed solutions, which includes setting S.M.A.R.T (Specific, Measurable, Attainable, Relevant and Time-bound) key performance indicators, data collection plans and evaluation plans
• Strengthen MDDI-Family Capability Development in Programme Evaluation, which requires
o Developing learning materials on evaluation methodologies and principles,
o Leading internal communications of Ministry PE resources and workshops and brownbag sessions
o Building a networking of evaluation practitioners within the MDDI family
