What you will be working on

Responsibilities Over the past five decades of nation building, the Singapore Public Service has continuously transformed to stay ahead of the challenges brought about by rapid technological changes, disruptive business and operations models and changing social-demographics and public expectations. Another key driver of change that has become more pressing in recent years is that of resource scarcity, in terms of both manpower and budget. Against this backdrop, the Public Service has embarked on the Public Sector Transformation (PST) to continually transform the Public Service to better serve Singaporeans. We do this by, transforming citizen and business service delivery, pushing frontiers for smart regulations, building a future workplace, and supporting transformation and innovation efforts in the Ministries and Statutory Boards. Key Responsibilities You will be part of the Policy team within the Public Sector Transformation Group (PSTG) and will report to the Deputy Director (Policy). PSTG is in charge of driving the Public Sector Transformation (PST) movement, which aims to build our future Public Service to be ready and able to build our future Singapore. As strategist of the PST movement, PSTG will define the PST outcomes and targets, and set up the necessary governance structures and processes to ensure we achieve these targets with ambition, alignment, and action. As change catalyst, PSTG will set the scale and pace of change and drive business process re-engineering across citizen and officer journeys and work processes to ensure PST is deep and pervasive. As mobiliser, PSTG will continue to roll out mass initiatives to mobilise and engage officers to come on board PST, and ensure that PST is real, relevant, and relatable to all public officers and the work they do. [Specific Job Responsibilities] You will: • Lead and coordinate the whole-of-government regulatory review effort, to lower the regulatory cost and burden that Government imposes on businesses and citizens as well as to strengthen Singapore’s competitive advantage through smart and enterprising regulations. This includes the following: o Partner domain leads to review and streamline rules in the economic, infrastructure and social domains. o Drive cross-cutting regulatory reviews that facilitates enterprise innovation and productivity. o Drive innovative approaches to improve regulatory operations and compliance to reduce time and cost burden on citizens and businesses. o Promote regulatory best practices across the Public Service and contribute to building up the regulatory and enforcement workforce and capabilities. o Develop and exercise tools and levers that recognise and encourage good regulatory practice (e.g. the Regulatory Excellence Award).

What we are looking for

We are looking for people who enjoy ambiguity, are not afraid to get under people’s skin, can generate lots of collaboration, and see opportunities in constraints. Most of all, failure does not stop you and you keep going and push boundaries. Key Competencies Required • [Organisation Development]: Identify, gather and analyse data, trends and research to sense-make problem areas. Convene engagements sessions with various stakeholders, and design and implement facilitation plans to affirm the business case, identify solutions and make sound recommendations. Such sessions may involve large or multigroup discussions, or discussions involving senior leadership in Public Service. • [Project Management]: Implement, monitor and control all aspects of a project, strategically utilising resources to achieve the objectives in an effective and efficient manner that is within the agreed timelines, costs and performance expectation. Monitor and review project milestones and results. Anticipate possible risk and put in mitigation measures. • [Thinking Clearly and Making Sound Judgements]: Strong analytical and critical thinking abilities. Able to understand external factors and global trends impacting organisation performance. Articulate business context and work with ambiguity and loosely defined problem spaces to synthesise data points and ground realities. Propose sound and innovative solutions to complex issues with stakeholders in mind. • [Working Effectively with Stakeholders and as One Public Service]: Able to work closely across Public Service agencies and with external stakeholders e.g. businesses and citizens, to drive user-centricity, collective transformation and achieve better integration of technology into the way we work. Possess the ability to manage stakeholders and communicate effectively through written and oral presentation. Work Experience • At least 5 years of work experience, with policy and/or project management experience, and skills in organisational development to drive transformation and innovation. Strong stakeholder management is a must. Experience in inter-agency work will be beneficial. Successful candidates will be offered a 2-year contract in the first instance.
