What the role is

As an Evaluation Officer / Senior Evaluation Officer in the Research and Evaluation Branch within the Research and Management Information Division, you will be part of a dynamic team dedicated to strengthening programme evaluation practices within MOE HQ to inform policymaking and programme development. You will work closely with various stakeholders including officers from other Divisions and Branches, Senior Management, and school personnel, across diverse educational policies and programmes. You will have opportunities to develop evaluation and research skills through various ways, such as on-the-job training, participating in project teams, and attending training/ courses.

What you will be working on

• Support, and eventually lead, evaluation projects to plan for monitoring and evaluation of specific programmes, which includes developing theories of change and logic models; and conduct evaluation studies, which includes collecting and analysing data, and reporting and communication of findings • Contribute to evaluation capability building by organising MOE-wide activities (e.g., Professional Learning Circles; training sessions), curating and customising evaluation resources, and promoting effective use of these resources • Participate in research and innovation projects to enhance evaluation practices, including exploring the use of different technological tools (e.g., GenAI-based tools) to do so.

What we are looking for

• Self-directed learner with a keen interest in developing knowledge of programme evaluation • Strong initiative and ability to work both independently and in teams • Excellent interpersonal and communication skills • Prior training in a related social science field (e.g., psychology, sociology, economics, political science) or experience in conducting quantitative/qualitative research would be an advantage In general, applicants can expect to hear from us within 4 weeks from the close of the application window.
