What you will be working on
The incumbent is responsible for the implementation of the Work Programme in Prisons through the Private Partnership Scheme (PPS). The officer would be expected to work with stakeholders (SPS and workshop operators) to resolve operational issues and maintain good working relationships to improve inmates’ employability outcomes.
The officer is required to track and monitor policy, operational and financial performance of the PPS section.
Through the Work Programme and skills training, the officer will play a crucial role in improving inmate’s employability outcomes and career mobility.
Work Programme Policy and Planning
• To design process with SPS to track performance of the Work Programme through analysis of lead indicators, analyse trends, develop hypothesis relating to the Work Programme and provide recommendations for engaging inmates.
• Conduct future planning and scenario analysis to manage operational situations.
• To maintain the Standard Operating Procedures for PPS Contract management and ensure they are updated in a timely manner.
• To review policies relating to the Work Programme with SPS and YRSG divisions. Coordinate and administer inmates’ training in accordance with workshop schedules.
• Handles administrative functions, which include drafting approval papers and reports, administering shared folders, and preparing presentation slides.
Contract Management
• Prepare and draft contracts, including Service Level Agreement (SLA) and Service Level Agreement Approval Forms (SLAAF), as well as procure Credit Rating Reports where necessary.
• Monitor contract expiry dates and follow up on renewals to ensure continuity of collaborations.
• Verify receipt and validity of contractual documents, including workshop certifications (such as Halal, AVA, BizSafe Level 2, and equipment certifications under statutory requirements like air receiver etc), insurance policies (All Risk, Fire, Public Liability and Work Injury Compensation), Security Deposits, Risk Assessments and Safe Work Procedures.
• Maintain systemic and up-to-date records in SharePoint.
Tenancy Management
• Manage and build relationships with stakeholders whilst supporting workshop operator’s expectations.
• Coordinate and resolve workshop operator’s operational matters, including but not limited to the setup and reinstatement of workshops, engagement with inmates, and deployment.
• Manage customers’ expectations. Provide excellent customer service, and maintain strong relationships with customers.
• The officer would be expected to undertake budget planning, procurement for matters relating to contract management under PPS and monthly reporting of KPIs and PPS budget utilisation.
Others
• Prisons is a highly controlled environment. Officer must achieve a balance between commercial production practices and security constraints.
• Demonstrate the ability to build good rapport and collaborative relationships with staff and partners at all levels, including Prison Officers and customers.
• Lead and mentor assigned associates to conduct the following:
Tabulation of Credit Notes on labour shortfalls for workshop operators
Maintenance of DCS and archival of documents.
CAMS Clearance and ROAMS Pass Application
• Any other duties as assigned.
What we are looking for
• Degree in any discipline. Degrees with focus on Business, Marketing, Communication Studies or Political Science/Public Policy are preferred.
• 2 to 3 years of sales, customer service and administration experience.
• Strategic thinker with strong critical thinking and analytical skills
• Good interpersonal and communication skills
• Excellent writing skills
• Ability to work well under pressure and with minimal supervision
• Independence in handling routine situations and good problem-solving ability
• Ability to plan and organise work schedules efficiently
• Proficiency in Microsoft Office (MS Word, Excel, PowerPoint and Outlook)
• Strong team player
• Knowledge of Workplace Safety and Health will be an added advantage
• Passion for serving the rehabilitation and aftercare sector

Beyond Second Chances
Without second chances, a released offender will leave the first physical prison and find himself entering into a second social prison. Therefore, it is not enough to give an offender a skill, we need to offer him a job that can lead to a long-term career. It is not enough to ask an offender to renounce his gang and past, his family needs to accept him back, and the community must be ready to reintegrate him. However, ex-offenders are not mere recipients of second chances. When successfully reintegrated, they can pay it forward and actively give back to the community too. As individuals, or collectively as a community. Individuals, organisations and employers do not just offer second chances when they can accept an ex-offender. In fact, their actions inspire others as well. Together, our collective effort can build a safer and more inclusive society.
