What the role is

The Accelerated Development team drives the adoption, solutioning and development of modern, cutting-edge technologies and platforms to boost productivity and empower project teams to deliver and integrate systems faster, more reliably and with less complexity. Reporting to the Deputy Director, the Head, App Development (Accelerated Development) will lead and manage a team of project managers and developers responsible for the delivery, operations and governance of strategic products, solutions and technologies across HTX. The ideal candidate combines strong software development experience, deep technical acumen and proven people management skills to lead the overall direction and provide oversight across the full project lifecycle, from planning and procurement through implementation, maintenance, and operations, ensuring alignment with organisational goals, compliance with IM8, and optimal use of project finances and resources. You should also have proven leadership skills, dares to innovate, takes ownership, inspires excellence, is a skilled learner and one who embraces change.

What you will be working on

- Lead and mentor a team of project managers and developers to foster a culture of innovation, collaboration, and continuous improvement. - Provide clear direction, resolve escalations, and ensure effective workload distribution across the team. - Oversee end-to-end project management activities, from budget requests and procurement approvals to system implementation, maintenance, and support. - Handle full spectrum of procurement activities, including papers for approval of requirements, technical specifications, reviewing vendor proposals, and ensuring proper contract execution. - Handle project-related documentation for approval processes, including project updates to management. - Guide project managers in managing vendors, contracts, and tender processes to ensure compliance with procurement standards. - Ensure systems are delivered in line with operational needs, within scope, budget, and timeline. - Take full accountability for project finances, including annual budget planning, and tracking of expenditure across projects. - Conduct risk assessments to ensure that potential technical, operational, and security risks are identified, documented, and mitigated for approval. - Ensure projects comply with IM8, security, and audit requirements. - Oversee resolution of VAPT findings and ensure proactive management of audit and security risks.

What we are looking for

- Proven track record of leading complex IT projects with significant budgets and cross-functional stakeholders. - Strong background in government procurement processes, IM8 compliance, and IT operations management. - Skilled in risk assessment, issue resolution, and ensuring business continuity. - Skilled at managing team resources, forecasting project budgets, and ensuring cost-effective delivery. - Demonstrated ability to evaluate, select, and negotiate contracts with technology vendors, ensuring the best fit and value for the organisation. - Skilled at monitoring vendor performance, enforcing service-level agreements, and ensuring timely issue resolution. - Strong leadership, coaching, and mentoring abilities. - Effective communicator with excellent stakeholder engagement skills. - Decisive, adaptable, and able to balance strategic oversight with operational detail. - Strong organisational skills with the ability to manage priorities effectively. - Over 15 years of relevant IT project management experience, with at least 5 years in a leadership role managing multiple projects and project managers. All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
