What the role is

We are seeking a dynamic individual to lead the Ministry's Audit Unit. You will be responsible for the strategic leadership of the internal audit team and providing independent and objective assurance to management to achieve good corporate governance and support MDDI's accomplishment of its strategic objectives.

What you will be working on

1) Strategic Leadership • Lead the Internal Audit function as a dynamic function that delivers value to MDDI • Develop and oversee the Internal Audit strategy that aligns with organizational strategies and Global Internal Audit Standards (GIAS) • Provide objective insights to senior management and advisory consultation to divisions and stakeholders to strengthen corporate governance and mitigate risks 2) Advocate governance, risk management and internal controls • Implement Annual Audit Plan for Financial Audits, Periodic Checks, and Advisory Reviews to achieve comprehensive coverage of all critical areas • Lead joint reviews across agencies within the Ministry family and raise overall internal audit benchmarks to international standards • Manage and fine-tune whistleblowing frameworks, including conducting reviews or investigations on abnormal incidents requested by Senior Management 3) Drive transformation and champion innovation • Collaborate closely with Ministry Group Chief Internal Auditor (GCIA) to uplift internal audit processes and align with Global Internal Audit Standards (GIAS) • Partner with GCIA in implementing transformation initiatives to modernize audit practices across the Ministry family • Champion the adoption of digital tools, data analytics, and continuous auditing methodologies in coordination with GCIA frameworks • Lead transformation initiatives to enhance audit effectiveness through technology integration and standardized methodologies 4) Team Leadership and Development • Build a high-performing IA team equipped with contemporary audit skills including data analytics and digital audit techniques • Mentor and coach IA officers in modern audit methodologies and facilitate professional development opportunities • Foster a culture of continuous learning and adaptation to emerging audit practices in alignment with GCIA transformation goals

What we are looking for

Key Qualifications: • At least 10 to 12 years of internal or external auditing experience, with experience in a leadership capacity • Professional certifications such as Certified Internal Auditor (CIA), Certified Public Accountant (CPA), or equivalent • Strong knowledge of Global Internal Audit Standards (GIAS) and international audit frameworks • Experience with digital audit tools, data analytics platforms, and continuous auditing methodologies • Past working experience in a government agency or technology organization would be useful • Proven track record of managing audits, leading teams, and developing audit strategies • Experience collaborating with central audit functions and implementing standardized audit practices Desirable Qualifications: • Experience in transformation of audit practices and modernization initiatives • Knowledge of audit automation tools and data visualization platforms • Familiarity with agile audit methodologies and risk-based auditing approaches • Experience working with Government Chief Internal Auditor (GCIA) or similar central audit functions Key Competencies: • Strong analytical, conceptual and problem-solving skills with proficiency in data analytics • Excellent communication and interpersonal skills • Strong leadership and team-building skills, thorough knowledge of relevant standards (e.g., GIAS, COSO, GAAP, IFRS) • Experience working with cross-functional teams and stakeholders, including senior management and audit committees • Ability to drive change and innovation in a fast-paced and dynamic environment • Proficiency in digital audit tools and data analytics applications • Collaborative approach to working with central functions and implementing ministry-wide initiatives We regret to inform that only shortlisted candidates would be notified.
