What the role is
The job holder plays a crucial and integral role in reviewing and evaluating the Singapore University of Social Sciences (SUSS) Bachelor of Public Safety and Security (PSS) Programme, as well as supporting upcoming plans to collaborate with SUSS on the Graduate Programme in Global Security and Strategy.
In this capacity, he/she will contribute to:
• Meeting the academic upgrading aspirations of Home Team (HT) officers and enhancing the value proposition of the Ministry of Home Affairs (MHA) as the employer of choice; and
• Developing and deepening the knowledge and skills of those entering the security industry, as well as MHA officers, to meet evolving safety and security needs.
What you will be working on
The job holder supports the Centre for Continuing Education, HTA, in the following workstreams:
a. Programme Review and Quality Assurance
i. Review PSS course content to ensure accuracy, relevance, and alignment with the HT context.
ii. Provide recommendations to refine course structure, delivery, and assessment methods.
b. Programme Evaluation and Feedback
i. Plan and implement evaluation surveys and focus group discussions for MHA-sponsored officers.
ii. Analyse feedback on PSS to identify strengths, gaps, and areas for improvement.
iii. Present findings and recommendations to relevant stakeholders for programme enhancement.
c. Stakeholder Collaboration and Research Support
i. Collaborate with SUSS by providing MHA’s perspective and insights for research on graduates of the full-time PSS degree programme.
ii. Contribute to assessing graduate satisfaction in achieving course and programme outcomes.
iii. Organise engagement sessions for CE HTA and MHA-sponsored officers to address queries and gather feedback.
d. Development of the Graduate Programme in Global Security and Strategy
i. Support the exploration of collaboration opportunities with SUSS on the development of the Graduate Programme in Global Security and Strategy.
What we are looking for
a. Recognised Bachelor’s degree, preferably with relevant experience in programme evaluation, curriculum development, or higher education administration.
b. Strong analytical skills to assess course content and programme outcomes.
c. Experience in coordinating dialogue sessions involving multiple stakeholders.
d. Skilled in designing and implementing evaluation tools such as surveys and focus groups.
e. Excellent communication and writing skills, with the ability to present findings clearly to diverse audiences.
f. Familiarity with higher education frameworks, adult learning principles, and security-related subject matter will be an advantage.
g. Proactive, well-organised, and able to manage projects independently with minimal supervision.
h. Strong interpersonal skills and the ability to collaborate effectively across agencies and institutions.
i. Commitment to continuous improvement and innovation in programme delivery.
