What the role is
The operating environment of the Public Service is undergoing fundamental and rapid change. The issues we face are complex and multi-faceted, which impact the way the Public Service operates and organises itself. To prepare the Public Service for these changes, we have begun the journey towards Public Sector Transformation (PST).
As part of the current phase of PST, we aim to be on par with globally leading companies in our delivery of public services. A key transformation in the delivery of citizen services is to take a citizen-centric service journey approach to organising services. Our aim is to transform the current citizen experience of having to navigate across different public agencies to an experience of the Public Service “knowing, understanding and interacting with me as One”. In addition, we will be tapping on digitalisation to achieve more efficient and effective service delivery by 2023.
PSD/ServiceSG operates a network of ServiceSG Centres which serves as a “one stop physical concierge” for citizens who are not able to transact digitally with the Government. Citizens could get help on close to 600 government services. This has helped to achieve a higher customer satisfaction and shorter transaction times. ServiceSG continues to scale the network of ServiceSG Centres to reach even more citizens, with one more centre setting up by 2026.
What you will be working on
Reporting to the Manager/ Senior Manager/Assistant Director, you will be responsible for supporting the establishment, expansion and operational planning of the network of ServiceSG Centres, across multiple functions including operations planning, facilities management, and contract & procurement.
[Specific Areas of Responsibilities]
Contract Management
- Develop service contracts and MOUs such as tenancy/rental agreements and maintenance services. This includes creating and drafting agreements that define the terms and conditions of a business relationship, including scope (where applicable), timelines, payment terms, insurance provisions and penalties for breach of contract.
- Review existing contracts’ provisions and to ensure that they are legally binding, executable and enforceable, and identifying any areas that needs improvements or tightening.
- Work with stakeholders to negotiate terms and conditions of contracts and escalating any issues that may arise during the negotiation process with the team.
- Manage contract lifecycle: Tracking contracts from inception to expiration, ensuring that all obligations and deadlines are reasonably met, and keeping accurate records of all contract-related documentation.
- Ensure that all parties comply with the terms of the contract, monitoring performance, and addressing any issues that may arise. This includes mediating disputes between parties in the event of a breach of contract or disagreement over terms and conditions.
- Maintain positive relationships with clients, vendors, partners and other stakeholders involved in the contract management process.
Budget and Procurement Management
- Prepare annual expenditure and capital improvement budgets and ensure all proposed CPAEX and OPEX are in-line with the approved budgets and financial policy. This includes supporting the annual budget exercise, budget forecasting and reporting of budget utilisation.
- Work closely with ground leads to manage expenditure and control operational budgets for network of ServiceSG Centres.
- Being conversant with prevailing finance guidelines and policies to provide advice/ analysis to department on audit or finance related issues.
- Ensure that all procurement activities are compliant with regulations and internal policies. This includes providing guidance and training on procurement and contract management.
Facilities Operations Management
- Support facilities management operations such as track and maintain records, as well as coordinating with the appointed facilities management vendors and stakeholders on maintenance works and regulatory compliance matters, asset management, and vendor contract administration.
- Support infrastructure planning and project management for new centres such as doing space planning for new centres, maintaining records of agencies' spatial requirements, consolidating these requirements into Tenancy Agreements, and coordinating the handover/takeover process of allocated space. This includes documenting room specifications, maintaining floor plans, and ensuring proper handover documentation between stakeholders.
General Management
- Handle administrative duties such as coordinating meetings, minute taking, developing presentation slides, data computation, support in event logistics and coordination.
- Perform any other administrative / operational tasks and projects as required.
What we are looking for
- [Service Operations Planning and Management]: Ensure seamless and effective delivery of government services via hands-on management of contracted services. Translate service operations requirements into contractual agreement terms and support business operations in its effective and efficient implementation. Provide implementation perspectives upstream to policy makers at the stage of policy design.
- [Contract Management]: Strong understanding of contracts governance, contractual language, and the contract lifecycle to continuously stay on top of changes to clauses, templates, and risks associated with non-compliance. In-depth knowledge and understanding of contractual terms and conditions to draft and manage contracts (and potential risks) effectively.
- [Thinking Clearly and Making Sound Judgements]: Strong analytical and critical thinking abilities. Able to work with ambiguity and loosely defined problem spaces and synthesise data points and ground realities to sense-make, propose and implement sound and timely solutions with stakeholders in mind.
- [Working Effectively with Citizens and Stakeholders]: Able to work closely with other Public Service agencies and external stakeholders to drive service transformation and deliver better citizen experience.
- [Budget and Procurement Management]: Meticulous with numbers and familiarity with best practices in financial, procurement governance and controls to minimise lapses and noncompliance.
