• Manage Public Private Partnership (PPP) agreements including supervise day to day operations of the PPP operating plants to ensure reliable supply of product water / electricity that meets contractual specifications and the daily required quantity.
1. Supervise the operations of assigned PPP plants to ensure product water / electricity meets contractual specifications and daily required quantity
• Oversee the day to day operations of PPP plants including
o Keep track on daily plant availability and quantity of product water requested by JOD.
o Liaise with the ground operations staff from the CC
o Monitor the daily quantity and quality of the product water generated by PPP plants via real time monitoring of analysers, third party testing, WQD testing.
o Review daily operational data e.g. plant available capacity, output quantity and quality.
• Manage the scheduling of PPP plants’ planned works (as per the preventive maintenance schedule) and ad-hoc breakdown maintenance works including
o Liaise with the CC
o Arrange with MEICA Team from Ops Dept to support the supervision of planned works and ad-hoc breakdown maintenance works, when needed.
• Response to output deviations (e.g. quality breaches and output stoppage) including
o Work with Ops Depts in providing a prompt response during output deviations.
o Liaise with the CC on plant recovery and mitigation measures, carry out investigation and put up incident report.
• Implement and manage supporting services to facilitate the operation of PPP plants including
o Managing Seawater Quality and EMMP programs
o Standby Silt Curtain and Oil Boom for Seawater Pollution Mitigation,
o Implementation of PUB Analysers including procurement, installation and maintenance.
o Subscription to the necessary indices, such as the fuel price index, including procurement and management.
2. Perform administrative duties for PPP plant related contracts according to agreement terms and in compliance with legislations.
• Process monthly payment including validating the daily availability reports, dispatch instructions, summary of all measuring equipment and dispatch telemetry equipment, daily output, quality parameters, deviation events and apply deduction (if any).
• Review the performance of PPP plants against the requirements stipulated in the Agreements including
o SOP
o Potential risk e.g. technical failure affecting capacity, incompetent operation, etc
o Deviations from Agreement
o Default events
o Insurance coverage and validity
• Review operations data (e.g. treatment processes, quality, demand and production etc.) and identify activities to improve its performance.
• Schedule and conduct tests required to be done under the Agreements such as Capacity Test, Drop Test, Flowmeter verification including
o Arrange with JOD to conduct the tests (both annual ones and ad-hoc ones required to establish flowmeter accuracy when required)
o Arrange with MEICA Team from Ops Dept to support the testing and verification.
o Witness the test to ensure that the readings are recorded properly.
o Verify reports and test results.
• Conduct audit on MEICA equipment, water quality assurance and safety plan including
o Plan and finalise the audit scope and plan in consultation with MEICA Team from Ops Depts.
o Lead the audit with technical support from respective departments.
o Coordinate with PPP Plants to ensure the outstanding items are being followed up.
o Finalise audit reports and update management.
3. Address matters which are variations to PPP plant related contracts to ensure PUB’s interests are not compromised (e.g. refinancing, restructuring, divestment, change in-law)
• Lead the assessment and correspondence with the support from Legal Office, Finance Department and external advisors (if needed).
• Assess the request from the CC by checking against the Agreement.
• Work with Legal Office and Finance Department in establishing assessment and recommendations and seek Management’s approval.
• Seek budget for engaging external legal/financial advisors.
• Handle procurement processes including preparation of quotation/tender documents, calling of quotation/tender, evaluation and award.
• Manage payment and claim related items.
